The defense lawyer immediately put forward an adjournment and released Chi Jisheng on bail for medical treatment, but Huang Min ignored him and no bailiff gave him a helping hand. Thirty minutes later, Chi Jisheng was carried out of the court on a stretcher and sent to the hospital for treatment. The fifth session of the 11th National People's Congress opened in Beijing on March 5th, 20 12. At the meeting, Chi Jisheng, a deputy to the National People's Congress, once again proposed the legalization of prostitution, which caused controversy.

Q: Some of your proposals are very advanced, such as "legalization of prostitution". You invited 30 delegates to join us. How did you convince them at that time?

Chi Jisheng: That was put forward in 2003. The state's attitude towards prostitution and whoring has always been severely cracked down, without mercy. However, the higher the degree of reform and opening up, the more prostitution will occur. So far, this is still the case.

The current criminal law stipulates that the crime of organizing prostitution is punishable by death. However, there are three kinds of organized prostitution, one is coercion and the other is organizing minors to engage in prostitution, for which the death penalty can be retained; But there are also voluntary adults who have chosen a lifestyle as her career, so they should be organized to ensure healthy and safe transactions, and should not be sentenced to death or even convicted.

Today, we must face the reality of a serious imbalance between men and women. In the next 10 or 20 years, many poor people will be unable to get married. Because of prostitution, the crime of rape has actually been greatly reduced. Prostitution was forbidden in the past, and there was a large amount of rape, which is an objective reality.

After it was put forward in 2003, it did improve to some extent. For example, in the past, the public security organs took the reduction of placing condoms in public places as a measure to organize prostitution, and may even punish you. Later, a lot of condoms were indeed put in, probably related to the active proposal at that time. Putting a condom once more may reduce the chance of getting sick once. No matter what the society says about me, I think I am innocent, and I have indeed assumed the responsibility to the people.

Q: Have you ever met with direct opposition when seeking the support of other representatives for sensitive proposals?

Chi Jisheng: Of course, there are objections. Some people don't want to participate in the discussion of sensitive topics. Don't participate, don't participate. At that time, my lawyer was more supportive of me, as well as representatives of the medical profession. There are not many people in Heilongjiang delegation. Signing with 30 people was very successful. Although it was not listed as a formal bill later, it also aroused widespread concern in society. I am satisfied with such an appeal.

If women go to work in other places and can't find a job, should there be free classes?

Prostitutes will always exist, but the key to the solution is the ability of the government. If the government does a good job, few women in the world will be bored to become prostitutes.
