According to Article 42 of the Measures for Handling Illegal Acts of Lawyers and Law Firms and Article 49 of the Lawyers Law, if the illegal acts of lawyers and law firms constitute a crime and should be investigated for criminal responsibility according to law, the judicial administrative organ shall transfer the case to the judicial organ for handling, and shall not replace criminal punishment with administrative punishment.
