In the future, fireworks and firecrackers will be prohibited in key fire prevention areas such as cultural relics protection units in Sanyuan District, transportation hubs such as stations and docks, railway line safety protection areas, inflammable and explosive materials production and storage units, power transmission and transformation facilities safety protection areas, medical institutions, kindergartens, primary and secondary schools, nursing homes, forests and grasslands, and other places where fireworks and firecrackers are prohibited as stipulated by local people's governments at or above the municipal level. At the same time, fireworks and firecrackers are prohibited in the whole region from the day before the start of the senior high school entrance examination and college entrance examination (0: 00 to 24: 00) to the end day 19. Organs, institutions and mass organizations in Sanyuan District are prohibited from setting off fireworks and firecrackers throughout the year.
In terms of restricting the discharge of fireworks and firecrackers
From New Year's Eve to the sixth day of the first month and the Lantern Festival, fireworks and firecrackers are restricted from 6: 00 to 22: 00 every day in Liedong Street and Chengguan Street in Sanyuan District. Fireworks and firecrackers that can be set off in restricted areas and time periods are divided into the following categories: 1000 ring earth red, 300 ring electro-optical cannons and individual low-sulfur and sulfur-free small-scale environmental protection fireworks and firecrackers, and it is forbidden to set off fireworks and firecrackers other than the above-mentioned specified varieties. At the same time, during major celebrations and other festivals, if it is necessary to hold fireworks parties or other large-scale fireworks display activities, it shall be submitted for approval and announced in accordance with relevant regulations.
Fireworks and firecrackers are set off in the time and area where fireworks and firecrackers are prohibited, fireworks and firecrackers exceeding the restricted varieties are set off in the restricted area, or fireworks and firecrackers are set off in a way that endangers public safety and personal and property safety. The public security department will order it to stop discharging according to the Law of People's Republic of China (PRC) on Public Security Administration Punishment and the Regulations on the Safety Management of Fireworks and Firecrackers, and impose a fine of more than 100 yuan and less than 500 yuan. Notice of Sanming Sanyuan District People's Government on Prohibiting and Restricting the Setting off of Fireworks and Firecrackers
In order to strengthen the safety management of fireworks and firecrackers, ensure the safety of the public and people's lives and property, reduce air pollution, and improve environmental quality, according to the People's Republic of China (PRC) Public Security Management Punishment Law, the People's Republic of China (PRC) Environmental Protection Law, the Regulations on the Safety Management of Fireworks and Firecrackers and other laws and regulations, the relevant matters concerning the prohibition and restriction of fireworks and firecrackers in Sanyuan District are hereby notified as follows:
First, it is forbidden to set off fireworks and firecrackers in the following places
(a) cultural relics protection units;
(2) Transportation hubs such as stations, docks and airports and railway line safety protection zones;
(3) Units that produce and store inflammable and explosive articles;
(4) Within the safety protection zone of power transmission and transformation facilities;
(five) medical institutions, kindergartens, primary and secondary schools, nursing homes;
(six) key fire prevention areas such as mountains and grasslands;
(seven) other places where fireworks and firecrackers are prohibited as prescribed by the local people's governments at or above the municipal level.
Two, the day before the start of the senior high school entrance examination and college entrance examination (from 0: 00 to 24: 00) to the end of the day 19: 00, fireworks and firecrackers are prohibited in the whole region.
Three, limit the discharge area and time, variety
(1) Restricted discharge areas: Liedong Street and Chengguan Street in Sanyuan District;
(2) The time allowed to set off fireworks and firecrackers in the restricted discharge area is from New Year's Eve to the sixth day of the first month (all day) and the Lantern Festival (all day), and the rest time is from 6: 00 to 22: 00 every day;
(3) Restricted discharge varieties: In the restricted discharge areas and time periods, the fireworks and firecrackers can be discharged in the following categories: earth red with a ring size of less than 1000, electro-optical cannons with a ring size of less than 300, and small personal low-sulfur and sulfur-free environmental protection fireworks, and it is forbidden to discharge other fireworks and firecrackers except the above-mentioned specified varieties;

Four. Supervision and management
In violation of the provisions of this circular, fireworks and firecrackers are set off in the time and area where fireworks and firecrackers are prohibited, or fireworks and firecrackers exceeding the restricted varieties are set off in the restricted area, or fireworks and firecrackers are set off in a way that endangers the public and personal and property safety, the public security organ shall, in accordance with the provisions of the second paragraph of Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, order them to stop setting off fireworks and firecrackers, and impose a fine of more than 100 yuan and less than 500 yuan; If it constitutes a violation of public security administration, it shall be punished in accordance with the provisions of the Law of People's Republic of China (PRC) on Public Security Administration Punishment; If it causes personal or property damage to the state, the collective or others, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
