Can the transcript be used as evidence?

You can't. Simply relying on the interrogation record of the public security organ cannot be used as evidence, even if the record is legal in form or substance, it cannot be used as the basis for determining the facts of the case in civil litigation. It can be seen that in some cases, the transcripts of unilateral interrogation of criminals by public security organs may not have legal effect, so generally speaking, they cannot be used as evidence without other evidence, but this does not mean that the interrogation transcripts are useless.
