Article 10 No books can be borrowed horizontally between departments and teaching staff in our college, and no files can be borrowed without authorization.
Article 11 The staff of political and legal organs such as the High Court, Party committees at the same level, people's congresses, procuratorates, public security organs and state security organs must borrow files because of their work needs. The borrower must hold the letter of introduction, work permit or identity card of the unit, and go through the secondment formalities after being approved by the director of the office according to the official letter of volume adjustment. No access to files involving state secrets, personal privacy and adverse effects on society.
Article 12 Lawyers and agents ad litem shall hold the power of attorney of the parties, lawyer's practice license, letter of introduction from law firm or identity card, and may consult the original trial files that have been concluded and filed.

Fourteenth when borrowing files, it should be counted face to face, and fill in the "File Borrowing Register". Borrowed files shall be properly kept, and materials shall not be opened, defaced, destroyed, sketched, annotated, folded or lost.
Fifteenth without approval, no one may copy or duplicate the archives, and smoking is prohibited when consulting the archives, and the scope of use shall not be expanded without authorization. Excerpts and copies shall be examined and sealed by archivists.
Sixteenth access to archives must be carried out in the place designated by the archivist, and the archivist is present.
Seventeenth archivists must carefully review the documents and register them when handling the formalities of borrowing and returning files; When restoring files, carefully check the number of photo albums and the integrity of files, and check the extracted and copied contents with the original.
