Conduct on-the-spot verification of violations of laws and regulations, list and register all the inventory contents, sort out all kinds of problems found, fill them in one by one by inspectors, and sign them by county and township leaders and enterprise legal persons to form inventory files one by one. Using satellite remote sensing monitoring technology, the satellite image data of 22 key mining counties in 9 cities were inspected, more than 30,000 registration forms were filled in, and nearly 2 million pieces of data were collected, which laid the foundation for effective data management. Through dragnet survey and registration one by one, 7,744 registration forms have been completed. There are 6,700 mining enterprises with mining licenses, 70 units or individuals with exploration licenses, and 868 selected (washed) mining plants. Through this centralized investigation, the basic situation of mineral resources development in various cities has been found out. In the past five years, 8 12 dressing (washing) mines have been shut down in the whole province, which has cut off the sales chain of illegal mining and curbed the indiscriminate mining of mineral resources and the destruction of ecological environment to some extent. The second is the special treatment of magnesite. During the rectification period, the provincial government clearly stipulated that the exploitation of magnesite resources should be suspended and new mining licenses should be issued. It is clearly stipulated in the work plan of mineral resources integration in Liaoning Province that magnesite mining enterprises with an annual production scale of less than 30,000 tons will not go through the renewal registration formalities after the mining license expires. In order to promote the smooth development of the special treatment of magnesite, the Provincial Department of Land and Resources guided Anshan and Yingkou to formulate the Implementation Plan for the Special Treatment of Magnesite Resources in Anshan, Yingkou and Shengshuisi Magnesite Mining Areas of dashiqiao city (South Building Economic Development Zone) respectively, which made the special treatment of magnesite achieve phased results. (3) The problems of large, small, scattered and disorderly mining enterprises have been effectively controlled. Adjusting the layout of mines, reducing the total number of mining enterprises, comprehensively integrating resources and realizing intensive mining of mineral resources are the fundamental measures to implement Scientific Outlook on Development, rationally utilize resources and improve the ability to guarantee mineral resources. After re-registration, examination and approval, and certification, some outdated, non-conforming industrial policies, outdated mining technology, outdated equipment, small scale, waste of resources, and damage to the ecological environment will be cancelled; Implement one-stop control over the registration and certification of exploration and mining rights. At the same time, in order to strictly control the certification, the provincial land and resources will implement an internal joint examination system for all mining examination and approval items, and further strengthen the supervision and management of all aspects of examination and approval. Through the above measures, 4,203 mining enterprises were compressed, merged, closed and banned. By the end of August 2006, the total number of mining enterprises had decreased from 65438+ 10780 in 1999 to 6577, with a reduction rate of 39%. Anshan, Benxi, Chaoyang Iron Mine, Huludao Molybdenum Mine, Yingkou magnesite, dolomite and other key mining areas and minerals have achieved strong alliance, which has strongly supported the construction of Liaoning raw material industrial base, especially fine steel base. Huludao city has integrated the original 38 molybdenum mining rights into seven; Yingkou city integrates 19 magnesite and 35 dolomite into five large mines; The mining rights of 24 private enterprises in Hujiamiaozi area of Anshan will be terminated according to law after their expiration, and all of them will be acquired by Angang.
