Reference can be made to the Legal Aid Ordinance.
Article 4 The people's governments at or above the county level shall set up legal aid institutions, which shall be responsible for the management, guidance, coordination, supervision and organization of the implementation of legal aid work within their respective jurisdictions, uniformly accept criminal legal aid cases designated by the people's courts for defense, accept and approve legal aid applications, and designate and supervise legal aid personnel to implement legal aid.
