Illegal fund-raising is a criminal offense, suspected of fund-raising fraud and illegal absorption of public deposits. It is recommended to report the case to the local public security agency in a timely manner.

Legal basis:

Article 18 of the "Criminal Procedure Law" criminal cases shall be investigated by the public security organs, unless otherwise provided by law.

Article 107: When the public security organs or the People’s Procuratorate discover criminal facts or criminal suspects, they shall file a case for investigation within the scope of their jurisdiction.
