Can non-parties to the case or clients be able to access court files?

According to the relevant provisions of my country's "Criminal Procedure Law", lawyers, as litigation participants (i.e., defenders or litigation agents entrusted by the parties), enjoy the right to review files. If the defense lawyer's review of the files is not approved by the case-handling agency, the defense lawyer shall start from the date of review of the prosecution by the People's Procuratorate. From now on, the litigation documents and technical appraisal materials of this case can be consulted, excerpted, and copied. Defense lawyers may review, excerpt, and copy case materials charging criminal facts from the date the People's Court accepts the case. When a lawyer is entrusted to review files or meet with a criminal suspect, he must bring his lawyer's practicing certificate, law firm certificate and power of attorney or official legal aid letter.

According to the above provisions and in accordance with formal procedures, lawyers who have not accepted the commission (lawyers who have nothing to do with the case) cannot read the case.
