Soon, Wenzhou police issued an investigation report to Tangshan police, and Cai Mingxin, a detainee of Wenzhou Ouhai Public Security Bureau Detention Center, confessed the fact that he robbed and injured people in the family area of Jidong Prison in the early morning of July 12, 2002. On June 28th, 2004, Li Jiuming was released without charge after being detained for more than two years.

After Li Jiuming was arrested in the Public Security Bureau, he refused to admit that he poisoned the prison policemen Guo and Tang Shuli for nine days.

On June 26, 2003, Tangshan Intermediate People's Court sentenced Li Jiuming to death for intentional homicide and illegal possession of guns, with a two-year suspension of execution and deprivation of political rights for life. Li Jiuming refused to accept the appeal.
On August 1 1, 2004, after more than eight months of trial, the Higher People's Court of Hebei Province ruled on Li Jiuming's appeal. The ruling reads: the facts of the case are still unclear, so the ruling is sent back for retrial.
According to Li Shuting, Li Jiuming's defense lawyer, the evidence chain of Li Jiuming's murder case is seriously insufficient. The lawyer also pointed out that Guo and Tang Shuli's statements showed that they thought the murderer was Li Jiuming, which was pure speculation and not a witness. However, it was based on the speculation of Guo and Tang that the public security personnel extorted a confession by torture and made Li Jiuming confess, and he finally made a guilty confession.

After many twists and turns, Li Shuting finally got in touch with Ouhai Branch of Wenzhou Public Security Bureau. On August 30, 2004, Li Shuting compiled all the information he learned in the investigation into a "Situation Report" and sent it to the Zhejiang Higher People's Court urgently, demanding that Cai Mingxin be "shot", arraigned and thoroughly investigated.
In September 2004, Cai Mingxin's "confession" was verified, and the Hebei Provincial Procuratorate quickly set up two task forces. A group of people rushed to Wenzhou to arraign Cai Mingxin. Another group rushed to Tangshan to seal all the files of Li Jiuming's case.
