According to the post, more than 50,000 mu of land was forcibly expropriated in Habagexi Village and the adjacent Zhaizita Village in the suburb of Ordos. The government requisitioned land at the lowest price of 250 yuan/mu and auctioned it at the highest price of 820,000 yuan/mu. Promises to farmers, such as 0.5 mu of vegetable greenhouse per household, 2 mu of irrigated land and water conservancy facilities per person, have not been fully fulfilled. To this end, the villagers have petitioned for many times in successive years, with no results. Since August 6, hundreds of villagers have come to the gate of Ordos municipal government to discuss their views every day. Instead of solving the problem, the government sent police to beat people and arrest people. More than 20 people were detained before and after, and several old ladies were injured and hospitalized.
A few days passed and there were few posts. Wu Baoquan called Kang apologetically and said that the post had no influence. But what he didn't expect was that on September 6, 2007, three Ordos policemen appeared in front of him and took Wu out of Qingdao by plane that night. After arriving in Ordos, Wu Baoquan was tried overnight and was told that he was sentenced to administrative detention 10 day for publicly insulting and slandering others on the Internet. Second Release: Arrest and Public Prosecution
The days 10 spent in the hustle and bustle made Wu Baoquan feel as long as a century. However, he did not leave quickly after his release, but went to the village to listen to more villagers' statements and wanted to investigate the land acquisition incident clearly.
From June 5438+00 to June 5438+0 10, 2007, Wu Baoquan published a post titled "The Real Situation Behind the Vanity of Ordos City-Some Secrets that I dare not disclose" (hereinafter referred to as "Secrets of Ordos City"), which revealed many problems. Wu Baoquan was fearless and went to Erdos for investigation and evidence collection many times, and encouraged villagers Qi Xin and Qi Xin to work together to get back all the compensation due. He contacted lawyers everywhere and pinned his hopes on the law. Finally, the villagers entrusted him to hand over the 200,000 yuan raised by the villagers to the law firm, but soon, news came from the Ordos police. According to the villagers, when the police came to the village to investigate, they said that Wu Baoquan wanted to defraud the villagers. On April 27, 2008, Wu Baoquan, who was working in Shenyang, was arrested on the grounds that he fabricated facts and posted insults and slandered others and the government.
It is worth mentioning that a month ago, the online newspaper published a long report entitled "A Journey of 3280 Times Appreciation of a Villa Land", detailing the whole story of illegal land acquisition in the Kangbashi New District of Ordos. During the interview, the reporter found Wu to understand the situation. Wu guessed that his arrest was related to this report.
On June 4, 2008, Wu Baoquan was formally arrested. On August 20, he was prosecuted. On September 4th, the trial was held for the first time in Dongsheng District Court, but the prosecutor was not present because the prosecution suggested applying summary procedure. Unable to answer Wu and his defense lawyer Zhao Peng's acquittal, the judge decided to try the case in accordance with the ordinary procedure. On September 23, the second trial was held.
