Article 1 This law is enacted in accordance with the Constitution in order to correctly implement penalties, punish and reform criminals, and prevent and reduce crime.
Article 2: Prison is the state’s organ for executing penalties.
According to the provisions of the "Criminal Law" and "Criminal Procedure Law", criminals who are sentenced to death with a two-year suspension of execution, life imprisonment, or fixed-term imprisonment shall execute their sentences in prison.
Article 3 Prisons should implement the principles of combining punishment with rehabilitation, education with labor, and transform criminals into law-abiding citizens.
Article 4 Prisons shall supervise criminals in accordance with the law, organize criminals to participate in productive labor based on the needs of reforming criminals, and provide ideological, cultural and technical education to criminals.
Article 5: The activities of the prison people’s police in managing prisons, executing sentences, educating and reforming criminals in accordance with the law are protected by law.
