Discipline inspection and case handling are two functions exercised by the party's discipline inspection organs and government supervision departments. Each link has corresponding work requirements. Only by strictly following the discipline inspection and supervision process can the parties be treated fairly.
Five-step process of discipline inspection and handling cases:
1. Acceptance: refers to the activities of the case-handling department to register the clues and materials directly accused by the masses or organizations, assigned by the superior, transferred by the relevant authorities, reported by the violators themselves, and found by the discipline inspection and supervision organs after the instructions of the leaders, and take corresponding measures to deal with them.
2. Preliminary verification: This is a preliminary investigation and verification activity before filing a case. The purpose is to understand whether the problems reflected exist through preliminary verification and provide a basis for filing a case.
3. Filing the case for inspection: Filing the case is after the discipline inspection and supervision organ conducts a preliminary investigation and verification of the disciplinary problems of the discipline inspection and supervision objects according to the management authority. It is a procedural activity to decide to conduct an in-depth investigation and go through the formalities in accordance with relevant regulations if it is considered that there are facts of violation of discipline and disciplinary responsibility needs to be investigated.
4. Investigation and verification: In the process of investigation, it is necessary to find out the basic situation of the investigated object, the time, place, reasons and conditions of violation of discipline, the development process and circumstances of violation of discipline, the means of violation of discipline, the people and things involved, and the status and consequences of related problems.
5. Transfer for trial and filing: According to the jurisdiction, after preliminary verification, it is considered that there are violations of discipline and law, and it is decided to file a case according to regulations. Cases that need to be investigated for disciplinary action or exempted from disciplinary action shall be transferred to trial after the investigation.
