In the first half of 2007, I went to Dongxiang Police Station of Guang Ningxian Public Security Bureau for exercise as the first batch of policemen of the Municipal Bureau. Because I have been working in the government and have never been a public security officer, I have found some reference books for the work of the police station in advance and made full preparations in business and thought. When I arrived at the police station, I was warmly welcomed and helped by my comrades. They all said that the city bureau did a good job in this activity and really helped the grassroots work. By learning by doing, I quickly adapted to my new job and mastered real skills, which laid the foundation for my future work. Let me talk about some of my experiences in working at the grassroots level.
First of all, talk about the feeling of working in the police station. Although I had made full preparations before, I still found it difficult to adapt to the work of the police station at first. I think the work of grass-roots police stations is really difficult, which is reflected in:
First, it has a wide range of functions, complicated work and difficult service management.
The functions of the police station are criminal, public security, household registration and other administrative services management, which are diverse and complex. In addition, there are many non-functional jobs to be busy.
Dongxiang Police Station has 18 village committees with a population of 60,000. Even I have only 14 policemen at the police station headquarters, and there are many things every day.
I was assigned to the criminal section of the police station to be responsible for the investigation of general criminal cases. There are many procedures for handling criminal cases. The scene investigation of a case alone includes taking photos, making an inquest, making original records, finding circumstantial evidence, and electronic drawing, printing and binding when I go back. One or two policemen will do it for half a day. In addition to police work, there are some things that have to be done outside the scope of functions. On one occasion, the police received an alarm from the masses that a mentally retarded child had been wandering for many days and no relatives appeared, so they contacted the civil affairs department and took the child back to the police station for temporary care. Unexpectedly, the other party refused to accept it on the grounds that there was no local Children's Home. In desperation, the police and security guards of the police station take turns to take care of it until the relevant departments contact the children's home, which takes a week, and the energy of the grassroots police is often wasted.
Another important work of police station is administrative service management, the most important of which is household registration. Some time ago, it was the sprint period for ID card redemption. All the policemen in the police station have become registered policemen. After their normal work, they used their rest time to mobilize villagers to change their cards and took the initiative to go to the village to handle them. After doing it, they took the initiative to send their cards to the village. Many elderly villagers refused to change their cards. We have to persuade them to change their cards, which makes management more difficult and service more difficult.
Second, long working hours, more overtime, less rest and less time to spend with family.
The police station implements the duty system, with shifts every two or three days and 24 hours on duty. In addition to carrying work, it is stationed at the station. Due to the lack of police force, all kinds of alarms usually go straight to the next day after the duty, with little or only a short rest. Criminal investigation police work overtime when handling cases, especially in interrogation. Apart from interrogation techniques, the rest is to spend time and energy with suspects. In addition to the above, it is natural for all staff to work overtime in concentrated actions, special rectification or holidays. After working overtime, the police go to work as usual and rarely see who is resting. In short, overtime is of course, and compensatory time off is accidental.
Third, the pressure is great. Mainly manifested in: (1) assessment pressure. Now every assessment issued by public security organs, including business departments, will eventually fall to the police station. When these assessment tasks arrive at the police station, they are naturally decomposed into each policeman; (2) working pressure. The police in the police station are overworked for a long time, unable to rest normally, often engaged in intervention, coercion, prohibition and banning, and often in danger and confrontation; (3) the pressure of complaints. A large number of public security disputes mediation, complex non-police activities, etc. , making the police station the most vulnerable police in the public security organs. Because of fear of complaints, the police are tied behind their backs in their work, and sometimes they dare not enforce the law boldly, which, to some extent, encourages the arrogance of some offenders.
Fourth, the treatment is low. It is very good that the average police officer in the police station can reach the salary level when he retires. Our policemen are all in their forties, with more than 20 years' police experience and good working ability. They have only recently served as clerks. Grass-roots police have always been at a disadvantage in political treatment, and their political promotion and progress are slow, which has affected their work enthusiasm to some extent.
Secondly, talk about the harvest. During my stay in Dongxiang police station, I proved myself with my actions, despite heavy work and great pressure. I quickly won the praise of the leaders and the police with my own efforts and enthusiasm, and became one with them. Working with them has benefited me a lot, mainly in:
First, I learned business knowledge that I couldn't learn before. Mainly in the investigation of criminal cases, I learned a lot from the old criminal police with an open mind, especially in the details of the case, because the old criminal police said that details often determine success or failure. I have rich practical experience. In the trial, I can often expose the suspect's lies by asking for details.
The second is to learn to be good at observing, find signs, and take decisive measures to avoid unstable events. For example, once a policeman and I were dealing with a wounding case in a small hotel next to a highway. A staff member of the highway department was injured in the head by the hotel owner, and someone testified at the scene, but the policeman realized from the excitement of the hitter that things might not be simple. After understanding, he really realized that the boss was a local villager. The village has great opinions on some working methods of highway departments in village road construction, and the two sides have accumulated grievances for a long time. In view of this, we suggest that the injured go to the hospital for treatment first, then find the village cadres to work together to appease the villagers, and make an appointment for both parties to go to the police station to collect evidence. Later, through consultations between the two sides, the problem was completely solved and the grievances between the two sides were resolved. If we only take the hitter back to the police station according to the preliminary evidence, it is likely to trigger a mass incident.
The third is to learn the working experience of rural police stations and the ways and means for grassroots police to attach importance to the foundation of mass work. Rural people have a high awareness of rights protection and often call the police for help, but they have a low awareness of obeying the law and often commit some minor illegal acts. For this kind of small dispute or fight, the best thing is mediation, and grass-roots police can handle this kind of problem skillfully, properly and efficiently. They usually pay attention to laying a foundation, have good relations with village cadres and the masses, know clearly who speaks with weight in each village, know the personality characteristics of troublemakers, and use prestige and good relations to mediate when dealing with things.
Thirdly, I learned how to survive in a difficult situation. The work of grass-roots police stations is hard and tiring. Most police officers find ways to adapt themselves in their long-term work. They have their own ways to adjust their psychological balance. They usually use laughter to dispel stress and contentment to cope with difficulties.
Fourth, I learned the professionalism of the grassroots police. Grass-roots police hold the salary of ordinary civil servants, but they do many times the work of ordinary civil servants. They stick to their posts for many years and work hard for public security, which is in stark contrast to the bargaining behavior of some organs for police work.
Finally, talk about some problems existing in the work of the police station and explore the improvement methods. Due to the heavy work of the police station and the restrictions of various conditions, there are inevitably various problems, such as many public security cases or disputes, some police officers are tired of fighting and have low enthusiasm for handling cases; The imbalance of police quality is mainly manifested in the lack of ability to receive and handle criminal cases, and the unfamiliarity or non-compliance with legal procedures, which is also an important reason for the poor performance of some police stations in responding to law enforcement inspections; Due to low wages and little rest, some leaders demand more from the police, criticize more, care less and offer less sympathy. Some policemen complain a lot and are not enthusiastic about their work. I think the following measures can be taken to improve the above problems:
First, find police training and hold some short-term practical training on a regular basis. According to the different situation of each person, training should be conducted in different types, such as those who are unfamiliar with procedures, those who are professional in procedures, those who are unfamiliar with interrogation skills, and those who are professional in interrogation skills. Through such targeted training, the quality of each policeman can be improved in a balanced way, so that they can better handle public security and criminal cases. If most of the policemen in the police station have comprehensive professional ability, the problem of insufficient police force can be alleviated and the qualified rate of handling cases will be greatly improved.
Second, establish an incentive mechanism to calculate the settlement rate of other cases on a monthly or quarterly basis by groups or individuals, reward groups or individuals with good performance, and mobilize the enthusiasm of the police.
Third, care for the police, let the police get fair and just political treatment, warm their hearts and balance their psychology.
Four, the implementation of compulsory rest system, to protect the police leave, eliminate the police's war-weariness and improve work efficiency.
Looking back on my study and exercise experience in the past six months, I feel that I will never forget my training at the grassroots level, and I also feel that I still have many shortcomings. There are still many aspects that need further study and need to be made up in the future work. This grass-roots exercise has taught me a lot that I couldn't learn in the city bureau before. This is a precious memory in my life. I want to use the spirit of grassroots police to spur my future work and study, and at the same time wish the grassroots police peace and happiness in my heart.
