Over the past xx years, our hospital has taken the scientific development of grass-roots procuratorates in the province as the vanguard and strived to be an excellent grass-roots procuratorate in the country as the working goal, thoroughly implemented the criminal justice policy of combining leniency with severity, earnestly performed the procuratorial function, and actively constructed an integrated working mode of arrest, prosecution, supervision and prevention for minors, which effectively improved the level of criminal procuratorial work for minors in our hospital. The main work of xx includes the following aspects:
First, study hard and improve your ability.
Seriously study the spirit of the 18th National Congress of the Communist Party of China, actively participate in the education of the core values of "loyalty, serving the people, fairness and honesty" for political and legal police officers, and establish the law enforcement concept of "five consciousnesses" and "six equal emphasis". Seriously study the new criminal procedure law, actively participate in the study, training and examination organized by the hospital, and improve professional ability. At the same time, the implementation of "one post and two posts" led the police to participate in various studies.
Second, earnestly perform their duties and pay attention to actual results.
We will fully implement the policy of "education, probation and salvation" and the principle of "education first and punishment second", implement the policy of "two expansions and two reductions" for minors involved in crimes, protect the legitimate rights and interests of minors according to law, save minors involved in crimes to the maximum extent, prevent minors from committing crimes to the maximum extent, insist on less arrest, cautious prosecution and less imprisonment, and make use of the opportunity of the promulgation of the new criminal procedure law to improve the arrest of minors.
In xx years, there were 172 /269 arrests, among which minors were not arrested, and 308 /462 people were prosecuted, among which minors provided legal aid to 100 minors involved in crimes, and 46 minors involved in crimes entrusted the judicial bureau to conduct pre-litigation evaluation.
Psychological counseling was given to 20 juvenile suspects and victims. Conditional non-prosecution of 2 cases /2 persons, relative non-prosecution of minors 17 persons, four notices of correcting violations, pursuit of 4 persons, submission of protests 1 piece, four clues to help the poor, eight cases of prosecution and mediation, four cases of non-prosecution records of minors, and placement of 28 persons in the care and education base for minors. Among them, I personally examined and arrested 25 cases /38 people, prosecuted 48 cases /59 people, and appeared in court to support public prosecution.
Third, implement the three systems and improve the system of dealing with minors.
1. Establish the love harbor of young eagles. Drafting and standardizing the "Implementation Opinions of Young Eagles Love Hong Kong", establishing a love Hong Kong studio, 25 contact points and 62 social volunteers, and training the volunteers, preparing and shooting an educational film of Young Eagles with Broken Wings to prevent juvenile delinquency, establishing a QQ group of Young Eagles Love Hong Kong and Weibo, and regularly publishing educational information on juvenile delinquency prevention, which has played an important role in preventing and reducing juvenile delinquency.
2. Fully promote the participation of adults in criminal proceedings. In March this year, suitable adults participated in criminal proceedings in 32 police stations in 6 branches of the city, and the number of suitable adults increased to 32. The personnel are composed of retired old political science and law, old teachers, community corrections officers, base counselors and lawyers recommended by the Commission for Discipline Inspection. All towns and villages have suitable adults to ensure that the legal representative of each minor involved in the crime is not present at the trial, and there are suitable adults present all year round to safeguard the rights of 45 minors involved in the crime. Issue letters of appointment, conduct training and apply for entry and exit documents for 32 eligible adults.
3. Establish a psychological intervention system for juvenile criminal cases. In March of xx, the great role of psychological intervention in juvenile criminal cases in recent years was summarized. In order to strengthen the correct guidance and correction of the bad psychology of minors and victims involved in crimes, the Law on Minors was implemented.
Opinions on psychological intervention in criminal cases, arranging psychological counselors to provide psychological counseling and mental health education to minors or criminal victims with serious psychological problems, helping minors solve their inner problems and diseases, remould their healthy personality and correct their distorted minds. When handling the theft case of the minor Zhang, I learned that Zhang's family relationship was tense and there was a big gap between father and son. Zhang's father once wanted to give up the supervision of his son. I started psychological crisis intervention in time. Under the guidance of the psychological teacher, Zhang and his son re-examined the family relationship and avoided the further "harm" of the family crisis to Zhang.
Fourth, multi-party cooperation to prevent juvenile delinquency.
1. Calibration * * *. At the end of June, we contacted the Education Bureau at 5438+00, and invited Nanjing Middle School, Municipal Political and Legal Committee, People's Congress, CPPCC, Youth League Committee, Working Committee, etc. 19 primary and secondary schools and vocational schools to hold the third seminar on teenagers' ideological morality and crime prevention in Ting Yun Middle School, Jiangyin City. This year, five schools, Zhouzhuang Middle School, Nanhua Vocational School, Ting Yun Middle School, Xinqiao Middle School and Jiangyin No.2 Middle School, were held in public, and experimental primary schools were organized to attend the court, so as to educate students to know the law and abide by the law, prevent students from going astray, and educate more than 0/0000 students/kloc. Lecture on legal system. He has given six legal lectures to Chengxi Shipyard Technical School, Jiangyin Technical Secondary School, Huashi Community, Yong 'an Community and Jinshan Community in our city, and more than 7,500 students have been educated.
2. Ideological and moral education base. Seven groups of 40 minors involved in crimes were organized to go to Jiangyin Library for inspirational education, reading therapy and voluntary service. Through the social practice of applying what they have learned and integrating thinking and practice, the minors involved in crimes were effectively guided to establish correct values and outlook on life and prevent them from committing crimes again.
3. Follow the help. In conjunction with the juvenile court of the court and the community correction department of the Judicial Bureau, we will help and educate juvenile offenders who have received community correction in Jiangyin City, organize them to listen to mental health lectures, give legal education CDs, and have collective talks, and go to Jurong Juvenile Hall to express condolences to juvenile offenders in Jiangyin City.
Five, strengthen the summary, improve the level of inspection work.
On the basis of summarizing the unchecked work in recent years, the court, public security bureau and judicial bureau were invited to hold a discussion on the unchecked work, summed up the ten special protection systems for the unchecked work, and hired Wuxi Procuratorate to hold a report meeting on the ten special protection mechanisms that run through the three major links of procuratorial work. A Jiangyin protection model for minors was exchanged at the Changzhou National Symposium on Juvenile Criminal Prosecution, and an article entitled "Building Three Platforms for Prevention" completed a research report suitable for adults to participate in juvenile criminal proceedings required by the municipal institute.
Sixth, lead by example and bring a good team.
Lead the broad masses of police officers to enhance their work enthusiasm and strengthen cohesion and execution. Faced with the pressure of more people and fewer cases, the majority of police officers actively participated in the study of the new criminal procedure law, participated in on-the-job training activities, strictly followed the handling procedures, standardized the production of legal documents, and maintained the quality of handling cases without wrong arrest, wrong prosecution and zero withdrawal. In the investigation, supervision and public prosecution of cases transferred by the undertaker, the broad masses of police officers were led to play the spirit of unity and cooperation, and the whole criminal prosecution department overcame difficulties and helped them handle more than 70 cases.
VII. Existing shortcomings
1. Information research ability needs to be further strengthened. The enthusiasm for writing research articles and procuratorial information needs to be improved. I am not good at summing up after work, and some good practices and experiences after handling cases have not been excavated and sorted out in time.
