4. Suddenness of accidents: Production safety accidents occur suddenly in a short time, which is different from other damage events, such as occupational diseases, and occurs under the long-term influence of some harmful factors.
5. Accident negligence: production safety accidents are mainly accidents caused by human negligence, which are essentially different from disasters caused by force majeure such as floods and mudslides, such as production safety accidents caused by illegal operations and risky operations.
Production and business units engaged in dangerous operations such as blasting and hoisting shall arrange special personnel to conduct on-site safety management, ensure compliance with operating rules and implement safety measures.

Relevant laws also have provisions on this issue. Article 46 of the Mine Safety Law stipulates that after an accident occurs in a mine, the relevant personnel at the scene of the accident shall immediately report to the mine manager or the relevant person in charge. Article 5 of the Regulations on the Reporting and Handling of Casualty Accidents of Enterprise Employees also stipulates that after the casualty accident, the injured person or relevant personnel at the scene of the accident shall immediately report directly or step by step to the person in charge of the enterprise. Do not intentionally destroy the scene of the accident, destroy relevant evidence, and create obstacles for future accident investigation and accident responsibility determination. Otherwise, it should bear the corresponding administrative responsibility; If a crime is constituted, criminal responsibility shall be investigated according to law. These regulations have strong practical pertinence. At the same time, it also conforms to the provisions of other relevant laws and administrative regulations. For example, according to Article 5 1 of the Building Law, when an accident occurs during construction, the construction enterprise shall take emergency measures to reduce casualties and accident losses, and report to the relevant departments in a timely manner in accordance with relevant state regulations. The Mine Safety Law stipulates that after a mine accident, the mine manager or the person in charge concerned must immediately take effective measures to organize rescue, prevent the accident from expanding and minimize casualties and property losses. After a serious injury or death accident occurs in a mine, the mining enterprise shall truthfully report to the relevant competent department within 24 hours. Mining enterprises and relevant units shall protect the scene of the accident; When it is necessary to move some items at the scene due to the rescue of an accident, it is necessary to make signs, draw the scene map of the accident and record it in detail; Production can only be resumed after the on-site danger is eliminated and preventive measures are taken. The Regulations on the Reporting and Handling of Casualty Accidents of Enterprise Employees stipulates that the person in charge of an enterprise shall immediately report to the competent department of the enterprise and the relevant department where the enterprise is located after receiving the report of serious injury, death and heavy casualties. An enterprise that has a fatal or major fatal accident shall protect the scene of the accident and take necessary measures to quickly rescue personnel and property to prevent the accident from expanding. The Regulations on the Safety Management of Hazardous Chemicals also stipulates that in the event of a hazardous chemical accident, the main person in charge of the unit shall immediately organize rescue according to the emergency rescue plan formulated by the unit, and immediately report to the local department responsible for the comprehensive supervision and management of hazardous chemicals and the public security, environmental protection, quality inspection and other departments.
Find out the cause of the accident, notify and assess the person responsible for the accident, conduct corresponding safety education for relevant personnel, and implement relevant safety measures to prevent similar accidents from happening again.
Production safety accidents in production and business units should generally be handled in accordance with the principle of "four pass":
(1) The cause of the accident has not been ascertained;
(two) the person responsible for the accident has not been dealt with;
(3) failing to educate the person responsible for the accident and the surrounding people;
(4) Failing to formulate feasible accident rectification measures.

Departments involved in the investigation of food safety accidents shall, under the unified organization and coordination of the administrative department of health, work together to improve the efficiency of accident investigation and handling. Measures for the investigation and handling of food safety accidents shall be formulated by the health administrative department of the State Council in conjunction with relevant departments of the State Council. Forty-fifth departments involved in the investigation of food safety accidents have the right to know the situation related to the accident from the relevant units and individuals and obtain relevant information and samples. The relevant units and individuals shall cooperate with the investigation and handling of food safety accidents, and provide relevant information and samples as required, and shall not refuse. Article 46 No unit or individual may obstruct or interfere with the investigation and handling of food safety accidents.
