The plan also proposes to improve the lawyer's defense agency system, standardize the lawyer's defense agency behavior, improve the quality of criminal defense agency, and give full play to the important role of defense lawyers in criminal trial. We will improve the guarantee mechanism for lawyers' practice rights and ensure that lawyers exercise their right to defense and agency according to law. Lawyers' rights to meet, read papers, investigate and collect evidence have been fully guaranteed, and the system and mechanism for hearing lawyers' opinions on handling cases have been further improved. Do a good job in criminal legal aid, constantly improve the legal aid duty lawyer system, improve the duty lawyer access and exit system, service quality assessment system, service purchase system and other supporting systems, coordinate actual needs and service resources, and implement safeguard measures. We will further promote the full coverage of lawyers' defense in criminal cases, strengthen communication with public security organs, improve the notification mechanism of defense cases, actively play the role of lawyers in implementing the lenient system of pleading guilty and recognizing punishment, and protect the legitimate rights and interests of criminal suspects and defendants. Seriously handle legal aid cases for death penalty review, actively cooperate with the Supreme People's Court to establish relevant systems for handling legal aid cases for death penalty review, and make overall allocation.
