1. Scope of introduction

2. Registration conditions
(1) Possess Chinese citizenship and nationality.
(2) Abide by the constitution and laws.
(3) Be physically and mentally healthy, have good moral character and have physical conditions suitable for the job requirements.
(4) Master’s degree candidates must be 35 years old and below (born after November 4, 1984), and doctoral candidates must be 40 years old and below (born after November 4, 1979).
(5) Obtain the corresponding graduation certificate and degree certificate before September 30, 2020 (overseas students need to provide the academic certification certificate of the Ministry of Education’s Study Abroad Service Center).
(6) Other qualifications that comply with laws, regulations and introduction requirements.
Applicants are not allowed to apply under the following circumstances:
Non-fresh graduates from full-time colleges and universities; active military personnel; persons who have been criminally punished or dismissed from public service; and who have been listed as jointly punished for breach of trust according to law Those who are targeted; those who are suspected of illegal crimes and are under review by relevant departments but have not yet reached a conclusion; those who have been found to have committed fraud and other serious violations of laws and disciplines in recruitment at all levels; and other situations where recruitment is prohibited by laws and regulations, are not allowed to apply.
College students are not allowed to use their academic qualifications or degrees as application conditions. Oriented trainees, on-the-job trainees, and entrusted trainees are not allowed to apply. You are not allowed to apply for positions that should be avoided in the "Regulations on Avoidance of Personnel Management of Public Institutions" (Ministry of Human Resources and Social Security Regulations [2019] No. 1).
Qualified Chinese citizens who are residents of Hong Kong and Macao can apply. Qualified Taiwanese students and other Taiwan residents who have obtained a master's degree or above and corresponding degrees from full-time institutions of higher learning in mainland China can also apply.
3. Introduction of positions and introduction procedures
For specific requirements on job conditions and number of introductions, please refer to the "Summary Table of the 2020 Shanting District Public Institutions' Plan for Introduction of Urgently Needed Talent Positions" (see Attachment 2 ). The introduction procedures mainly include: registration and qualification review, interview, inspection and physical examination, announcement and employment. The examination ratio for introducing urgently needed talents is 1:2, no registration fee is charged, and direct interviews are conducted (depending on the position registration situation, written examinations may be set up, and interview candidates will be selected from the highest score based on the ratio of the number of positions to the number of recruits in 1:3 When the lowest score is determined, those with tied scores will enter the interview at the same time, and specific matters will be notified separately).
4. Registration

Candidates should log on to the Shanting District Government website to register within the specified time (website: ), truthfully fill in, upload, and submit personal information as required. The identity document used during registration must be consistent with that used during the exam, and registration must be carried out in accordance with the requirements prompted by the website. Upload photos (1-inch recent photo, JPG format, file size must not exceed More than 20K) go to the registration system. The information filled in must be true, comprehensive and accurate. Each person is limited to one position. Candidates can modify the registration information before passing the online qualification review. After passing the online qualification review, the registration information will be automatically replaced. After passing the online qualification review, the application information cannot be changed. After 16:00 on November 6, 2020, if the online qualification review has not been conducted or the qualification review has not been passed, you may not apply for other positions, nor may you modify or supplement your application information. Candidates are responsible for any situation related to buzzer registration.
Candidates must use a valid ID to register and take the exam, and the candidate’s name, ID number and other personal information must be true and consistent. Anyone who maliciously publishes registration information or disrupts the order of registration will be disqualified from the registration once confirmed.
The performance of candidates during the registration period will be one of the important contents of the inspection to introduce urgently needed talents. If you have a work unit, please use the time when you submitted the registration information as the node. If you do not have a work unit, fill in "none". If you have a work unit, write the full name of the unit.
After the registration is completed, if the number of applicants is less than 1:2 for a recruitment position, if it is planned to recruit one person, the recruitment position will be cancelled; if it is planned to recruit two or more people (inclusive), the number of recruitment positions will be reduced accordingly according to the prescribed ratio. . Reduced and canceled recruitment plans will be announced on the registration website. Applicants for positions in the recruitment plan that have been cancelled, may apply for other qualified positions within the specified time. Changes can only be made once. Applicants must pay attention to the job cancellation announcement and keep their contact information open.

5. Examination
The examination will be conducted in the form of interview (or interview). Doctoral candidates are interviewed directly and merit-based assessment is conducted. The interview is a structured interview. (Based on the position application situation, a written test session may be added. Interview candidates will be determined from high score to low score based on the ratio of 1:3 between the recruitment position and the number of recruits. Depending on the registration status and in compliance with epidemic prevention requirements, the interview will be conducted online or offline (the interview method, time, location, requirements and related matters shall be subject to the "Interview Notice").
Candidates should pay attention to relevant announcements on the Shanting District Government website in a timely manner and keep communication open. Candidates who fail to attend the interview within the stipulated time or as required will be deemed to have given up.
Interviews are calculated using a hundred-point system. Interview scores are calculated to two decimal places, and the mantissa is rounded off. The passing score for the interview is set at 70 points.
6. Inspection and Physical Examination
Based on the interview scores of the candidates, candidates for the inspection will be determined in a 1:1 ratio from those who passed the interview to those with the same score. Those who are selected will be selected as candidates for inspection. Doctoral candidates who pass the interview will also be included in the scope of examination. Inspections can be conducted in a variety of ways. During the inspection, the focus will be on the ideological and political performance, moral character, comprehensive ability, work performance, academic performance, etc. of the candidates, and the candidates' files will be strictly reviewed in accordance with relevant regulations to review whether the candidates meet the qualifications for the specified positions, and whether the relevant information and materials provided are True and accurate, etc. When reviewing files, if the important materials in the file are incomplete, the personal experience is unclear, the historical situation is unclear, etc., it cannot be effectively reviewed; if there are problems with falsification or falsification in the file, the circumstances are serious, and the case cannot be used as a candidate for introduction (other relevant specific requirements will be discussed separately) notify).
The vacancies caused by giving up the inspection or failing the inspection can be filled in equal amounts from the high score to the low score among the qualified candidates for the same position.
Qualified personnel will undergo a physical examination, which will be conducted in comprehensive hospitals at or above the county level. The physical examination standards and items refer to the "About the Revision of the General Standards for Physical Examination for Civil Servant Recruitment (Trial)" and the "Physical Examination Operation Manual for Civil Servant Recruitment (Trial)" )> Notice on Relevant Contents (Ministry of Human Resources and Social Security [2016] No. 140) shall be implemented. If the state has other regulations, such regulations shall prevail. Candidates who deliberately conceal diseases or medical histories that affect employment during the physical examination will not be hired; candidates who collude with the physical examination staff to cheat or have others take over the physical examination or exchange or replace test samples during the physical examination will be disqualified from employment. Will not be hired and will be dealt with according to relevant regulations.
For those who need to be re-examined according to regulations, we will be notified separately that the re-examination will not be conducted at the original medical examination hospital. The re-examination can only be conducted once, and the re-examination results will be subject to the re-examination conclusion.
Candidates who fail to take the physical examination at the specified time, place and requirements will be deemed to have given up. The vacancies caused by giving up the physical examination or failing the physical examination can be filled in equal amounts from the candidates who applied for the same position and passed the examination according to the interview scores from high to low.
7. Public announcement and employment
Based on examinations, inspections, physical examinations, etc., the candidates to be hired will be determined and announced on the Shanting District Government website. The publicity period will be 5 working days. There will be no replacement after the appointment list is announced. After the expiration of the publicity period, if no problems are reported or the problems reported do not affect the employment, relevant procedures must be completed. If problems affecting employment are discovered and verified to be true, the employment qualification will be cancelled.
Qualification review runs through the entire introduction process. If an applicant is found to have committed fraud or other disciplinary violations and verified, his or her employment qualifications will be cancelled.
8. Management training
(1) Pre-job training. Before hiring employees officially arrive at the job, they must undergo pre-job training.
(2) Trial period management. To introduce urgently needed talents, sign an introduction agreement with the recruiting unit and go through the approval procedures. The probation period is 1 year, and the minimum service period is not less than 3 years (including the probation period). Those who pass the assessment at the end of the probationary period will go through the formalities of becoming a full-time employee; those who fail to pass the assessment at the end of the probationary period or voluntarily give up will no longer be employed.
9. Benefit Policy
(1) Subsidies and grants
1. Full-time doctoral and master’s students will be given 1,500 per person per month during the career selection period. Living and renting subsidies of RMB 1,000 and RMB 1,000 are paid to personal salary accounts on a monthly basis for three consecutive years.
2. Full-time doctoral and master students who purchase their first house in our district and have paid the deed tax within 5 years of graduation will be given a house purchase subsidy of 100,000 yuan and 50,000 yuan respectively by the district finance.
(2) Talent green channel services
Full-time doctoral students introduced by public institutions will be included in the issuance scope of "Zaozhuang Huicai Card" and enjoy the corresponding level of talent green channel services.
(3) Employment of spouse
If the introduced doctorate needs to be placed with the spouse, and the spouse is a civil servant or a staff member of a public institution, the arrangements shall be made by the organization, establishment, and human resources and social security departments; If they are enterprise personnel, in principle, the employer shall properly arrange their work in accordance with relevant policies and regulations.
10. Others
(1) Candidates who violate disciplines and regulations will be treated in accordance with the "Regulations on the Handling of Violations of Disciplines and Violations in Public Recruitment by Public Institutions" (Human Resources and Social Security of the People's Republic of China) Ministry Order No. 35), "Interim Provisions on Punishment of Staff of Public Institutions" (Ministry of Human Resources and Social Security and Supervision Ministry Order No. 18 of the People's Republic of China), and shall be implemented with reference to the "Regulations on Punishment of Civil Servants of Administrative Agencies". Regulations on the Punishment of Civil Servants of Administrative Agencies (State Council Order No. 495) and other relevant provisions shall be dealt with; if dishonesty occurs during recruitment and recruitment, it shall be recorded in the disciplinary and integrity files; if suspected of violating the law and committing a crime, the person shall be transferred to the judicial authority for investigation of criminal liability in accordance with the law.
