Cui Yingjie, male,1born on July 5, 1983, Han nationality, native of Baoding, Hebei Province, junior high school education, veteran, employee of Precious Catering Entertainment (Beijing) Co., Ltd., native of Fuping County, Baoding, Hebei Province. On the afternoon of August 1 1, 2006, Cui Yingjie clashed with Li Zhiqiang, deputy detachment leader of Haidian Branch of Haidian Urban Management Brigade, and his colleagues. Cui Yingjie stabbed Li Zhiqiang with a knife and later died. Cui Yingjie then fled.

Defense lawyers Lin Xia and Li Jinsong argued that Cui Yingjie was not guilty of intentional homicide. They said that crime intentionally has two characteristics: first, the perpetrator knows that his behavior will have harmful consequences to society; Second, the actor has a hopeful or laissez-faire attitude towards the occurrence of harmful results. Cui Yingjie and the victim, Li Zhiqiang, were strangers and had no grudges.
