Meaning decomposition:

1. This article stipulates the legal obligations that criminal suspects and defendants living under surveillance should abide by and the legal responsibilities that they should bear if they violate the legal obligations. Comparing the legal obligations of the person who has obtained a guarantor pending trial in Article 56, we can find that they are similar to some extent, but they are quite different. First of all, the legal obligations of the person who is released on bail pending trial are also observed by the person who is under surveillance; Secondly, the residents under surveillance have two obligations, but those who get a bail pending trial do not. First, you must not leave the city, county or C where you live, and you must not leave the designated residence without approval. Second, you may not meet others without the approval of the executive organ. It can be seen that residential surveillance is stricter than bail pending trial.

2. Note that the scope of "no meeting with others without the approval of the executive organ" does not include lawyers hired by criminal suspects and defendants, which is clearly stipulated in Article 24 of the Criminal Procedure Law.

3. Compared with the legal responsibility of the person who has been released on bail pending trial for violating legal obligations, the legal responsibility of monitoring the residents for violating legal obligations is more strict, that is, direct arrest in serious cases.
