The parties submit letters of recommendation to the court and the Arbitration Commission, and the court and the Arbitration Commission decide whether the agent can appear in court to defend, and the agent with a record of violating the rules in court will be rejected. Therefore, it is the responsibility of the court and the arbitration commission to approve the adoption of the recommendation letter.

As for the agent's illegal collection of agency fees from the principal, that is a matter between the principal and the agent.
