(1) Current Situation

Originally, things in the community have little to do with me, and I don’t need outsiders like me to worry about it. However, when I returned to the community during this period, I saw The actual situation in the community is indeed not optimistic. If no one is willing to stand up and solve problems in community affairs, and no one is willing to cooperate with the work of the community and streets, then the current situation of messy, disharmonious and prominent safety hazards in the community may become more serious and extreme. This is something that community and street leaders don’t want to see. Building harmonious communities, especially communities governed by streets, is what you want to see.

In the community and on the streets right now, it feels like your job is in trouble. If you want to promote your work, there will be great resistance and will be blocked and undermined by a small group of elderly people in the community who support the current property. Even entering the community to host a temporary owners meeting has become a legacy of history. This is a dilemma for you.

Secondly, if the owners’ meeting is not organized as soon as possible (eight months have passed since the last time 20 owners signed the application), most of the owners in the community will feel that the community and the street are not doing anything, and they may even go into the community to host a temporary meeting. Owners meetings are a problem. Isn't this a big joke?

But how can they understand the difficulties of community and street leaders?

This puts you in a dilemma, a dilemma.

Through several contacts, including the last meeting in the community, I witnessed with my own eyes that some old comrades in the community make things difficult for you, or they may make things difficult for you. I know your struggles, and I know the struggles of street leaders.

It’s not that nothing is done, or that the streets don’t want to solve the problem, but that it’s difficult to get in and out, and it’s difficult to get in and out, no matter how you break it.

It is not difficult to solve community problems. But the difficulty lies in how to break the situation. The break was successful and everything was settled. In the owner community, there is harmony and unity, but disputes continue; as far as the current property is concerned, it is natural to stay, and it is fair to leave, and everything is proved by actual actions; as far as the streets are concerned, solving historical problems is in the present , beneficial to political performance, beneficial to the country and the people. Everyone is happy. Why not do something like this?

In order to solve the historical problems of the community, the community and the street have held many meetings and made great efforts to select properties for the community. Why has it been so difficult to move forward?

What is the crux of these problems?

I’m sure you’ve thought a lot about this issue. You also want to solve this problem. If it cannot be resolved, your prestige and the credibility of the street government to the people in the community will be questioned by society. You have made a lot of efforts and done a lot of work at the grassroots level to make a living for the people and prevent and control epidemics. This is well documented and visible to all. The result? But because of the small matter of hiring a property owner in Ji'an Garden Community, the success fell short. I don't think it's worth it for you.

Communities and streets face great challenges in promoting community housing selection! This kind of challenge comes not only from within the system, but also from outside the system, as well as new and old properties, etc., making every step of your life difficult. I know that every step of your work, if you are not careful, you will fall into the pit set by some owners and some properties.

No matter how well you write documents and bidding plans based on community research, no matter how many people you consult, no matter how much effort you put in, working overtime, and door-to-door service, in the end there will be people who don’t Understand, but don't cooperate; some may even question your original intentions. These people are knowledgeable, educated and understand the law. They always cite scriptures and accuse you of defects in your documents according to the provisions of the Civil Code. But who can guarantee that there will be no problems with an announcement or notice?

(3) My suggestions and ideas

Secretary Gui and Committee Member Gui and I have discussed some problems in the community and proposed some solutions, but I guess you and the street leaders have I was very busy and didn’t look at these immature thoughts and ideas carefully. Of course, I can understand you too. As a grassroots organization, you have your own team, your own style of doing things, and your own principles. So, I don’t have to tell you what to do or not to do.

However, the authorities are obsessed with bystanders. I want to share my thoughts and suggestions with the leaders through my understanding of the existing problems in the community, my understanding of the current predicament of the community, and the root cause of your current predicament.

I think I understand. your difficulties. But can other property owners in the community understand? They just want to host a temporary owners meeting through the community. They also thought it was no big deal. Why can’t the community promote it? What would you think if you were in their shoes?

I am now standing in your perspective, as well as in the owner’s perspective, and put forward the following ideas based on everyone’s thoughts.

About breaking the situation. Now Secretary Gui of the community is going to make an announcement, no problem. I hope you can issue an announcement to convene an interim owners' meeting as soon as possible to realize the community people's wish to convene an interim owners' meeting as soon as possible.

As long as the content of the announcement is impartial, fair and just, I think that as long as an extraordinary owners meeting can be held. As for whether the number of people attending the meeting can meet normal expectations, we just have to do our best and leave it to chance. All you have to do is do your job. I think even if some people don't understand you, I can still understand you.

(4) How to operate

I now have a specific idea. I've been a little busy recently. I have recently studied several cases of successful housing selection in communities, which is of great reference value to our community.

Secretary X, I forgot whether I sent you a practical case of Nan'an District Community before. It only took them 34 days to successfully select a property and fulfill the wishes of the community owners. This is very feasible and operable. The stress and risk are minimal for you and the street, with almost no legal risks and no dilemma. It can not only promote the selection and hiring of real estate agents in the community, but also avoid falling into dilemmas and falling into some invisible pits. Two days ago, I contacted the community property committee through the owner of Cuidi Xiaochun in Nan'an District. I learned that the third-party consulting agency they hired was from Yubei District, and I have contacted the person in charge of the center. They have many experts with rich practical experience and professional theories in property selection and the reasonable and legal holding of owners' meetings. They promote openness, transparency, compliance and efficiency. After listening to their introduction on the phone, I felt that the operability was relatively strong. It was similar to the problems currently encountered in our community, and their solutions were very adaptable.

Although I am interested in helping communities and streets solve community problems, I don’t have enough energy and have too many things to do. In addition, my expertise in this area is severely insufficient to provide real solutions and strong support for reasonable and compliant work. So I would like to ask them to serve as a community consultation team to help the community and help the community and streets solve the current difficulties.

Because their services are paid, I feel that there is neither an owners committee nor anyone to take the lead in solving these problems.

Therefore, I am prepared to spend 6888 yuan (the total cost is 65438 yuan 06888 yuan) to invite their experts to help our community (similar to an executive secretary assistant), and at the same time help you relieve the pressure of drafting announcements and documents being questioned.

If it can solve community problems and solve problems for the community and streets, I think it is worthwhile to invest this part of the money. If the problems in the community are solved in the future, the owner of the community will reimburse me for this expense. It doesn't matter if I don't reimburse. I should do my best to contribute to society.

If we can address the history of the community, we can do something for the community. I'm not doing this for fame or fortune. The community will establish a property owners committee in the future, and we will try our best to recommend other energetic and enterprising comrades to participate. As long as the association is on the right track, I believe that the future work will be carried out well under your leadership; without so many problems, you can also let go and give full play to the responsibilities of government functional departments to provide better services for the community and its people. services.

Why do you think so? I feel that through third-party consulting agencies, they have rich practical experience, know what community owners want, know what new and old properties want, understand the difficulties of street and community work, know the places where streets and communities can easily fall into, and are also proficient in laws and regulations. , understand how to do every step of the work reasonably, legally and compliantly.

You may be thinking, now that you already have a professional team of lawyers, why do you need a third-party agency? These tasks are actually beyond the capabilities of lawyers or law firms. I know that the community and the street have legal affairs, and there is no problem in drafting legal documents, but it is difficult to solve the long-term problem of guiding the community to successfully hold an interim owners' meeting, especially the issue of selecting properties in the legal documents.

Lawyers are good at forward thinking, while professional third-party organizations and their experts are good at reverse thinking. They are all based on compliance, but the work results may be completely different. From a legal perspective: administrative actions are valid without legal authorization and civil activities are not prohibited. Convening an owners' meeting in a community is a civil activity and requires reverse thinking to solve the current predicament. Otherwise, it is always easy to fall into a dead hole and be unable to move.

This is why every time there is a problem with the documents and documents drafted by the community, although the leaders have gone through many joint meetings, no matter how many times they have discussed the meeting, no matter how the lawyer team modifies the documents, they are eventually rejected by the owners. They caught the loopholes and were criticized by them. All your efforts have been questioned, I'm really sorry for you.

(5) How to break the situation

The current dilemma of the community is nothing more than how to balance the interests of all owners, take into account the property owners’ unwillingness to leave and unable to stay, and let all parties’ opinions It should be reflected in a reasonable and legal manner, and should not be favored by individuals or a few people, nor allow a few people to be kidnapped by interests, causing adverse social impacts. Make everything open, transparent and traceable. As long as the process is open, the information is transparent, the results are traceable, and there are no interests tied up, there will be no organizational tendency in any choice. Finally, we should implement the fundamental principle that the minority obeys the majority, and under the correct leadership of the street and community, we should solve all problems existing in the community based on the fundamental principle that community owners "make their own decisions and make their own choices."

Let’s review again, why did the new owners’ committee of Ji’an Garden Community suffer the misfortune of being disbanded in just a few months? There, it is simply that individuals do not have the correct ideas after entering the property owners committee, do not take into account the principles of community discussion, and want to replace the ideas of most owners with their own ideas. This is selfish and will definitely not work; if someone can listen to the opinions of the owners in time , the community ownership committee will not be disbanded; then the existing problems will not be long-term problems, nor will they become problems that plague the community and street leaders.

I know that the community has actually done a lot of practical things for the community. However, it would not work if every decision on community affairs was made by the community, because decisions made by anyone or any expert can only represent the interests of some people in the community and cannot represent the interests of the majority of owners. So, why are these matters involving community affairs not left to the community owners to decide?

Of course you will ask, aren’t the owners of the community divided by the property management union?

How to unify opinions?

Yes, this is a problem. With positive thinking, this problem is simply unsolvable. But what if we switch to reverse thinking?

What would happen if property management left these difficult matters to the community owners to make their own decisions? The final result is based on the vote of the majority of property owners in the community, with the minority obeying the majority. Everything is legal and reasonable, the voting data is public, the decision-making behavior is transparent, the decision-making results are well-founded, and the process is traceable. Anyone who wants to play tricks will find it difficult to escape the supervision of the masses. This also reduces the chance of personal error, so why not?

These things have been proven to be feasible in other communities; then I think it is definitely feasible in our Ji'an Garden Community!

However, there is currently no property owners committee in the community, and no one has come forward to invite such a third party, so that professional organizations with practical experience can come to the community to help solve the problems faced. This kind of deadlock, this endless cycle, is also the key to the current headaches for communities and streets.

I think this approach may be one of the best solutions to the current community predicament. I spent more than a month trying to solve my current difficulties and worries, hoping that this path would be feasible.

Because of the children’s affairs before, I didn’t have time to take care of community affairs. I have some time recently and am thinking about it. I hope to provide some opinions and ideas to the community and the street. .

If the leader has time, I can come and visit him, communicate face to face, discuss specific implementation details, and provide more detailed solutions. If the leader is willing, I can bring a professional third-party consulting agency to report their specific ideas and practices together.

My starting point is not to increase the trouble of the leadership, not to increase the risk of your work progress, not to add extra burden to you; to be able to interpret the good life that the owners of the community yearn for, to promote the harmonious development of the community; in society can bring positive energy and set an example for other communities with similar problems. If we can solve community problems and build Ji'an Garden Community into a high-quality, garden-style community, a harmonious and stable community, and a backyard garden where police officers can live and work contentedly after get off work, I think the future is definitely in sight, and the realization of their wishes is just around the corner.
