Is it legal for the police to shoot thieves without threatening the safety of citizens?

(2) committing the above-mentioned acts outdoors or outside the car after entering the house or stealing, swindling or robbing on public transport; " In this case, I think the man committed robbery, not petty theft as you said.

Secondly, according to Article 9 of the Regulations on the Use of Police Equipment and Weapons by the People's Police, "In an emergency, the people's police may use weapons if they judge that they have committed one of the following violent crimes, and the warning is ineffective: ... (13) After committing arson, water bursting, explosion, murder, robbery or other serious violent crimes, they resist arrest or escape. The police fired twice, but the man continued to escape and was able to use weapons.

Based on the above two viewpoints, I think the above behavior of the police is legal. I hope everyone will look at this problem rationally, and don't look at the shooting behavior of the police with colored glasses just because it causes death.
