Article 81 The people's police handling the case shall examine the appraisal opinions. The public security organ shall, within 5 days from the date of receiving the appraisal opinion, serve a copy of the appraisal opinion on the illegal suspect and the infringed person.
If the diagnosis certificate issued by a medical institution serves as the basis for the public security to determine the degree of personal injury, it shall inform the illegal suspect and the infringed person in writing of the conclusion of the diagnosis certificate.
If the illegal suspect or the infringed person has any objection to the appraisal opinion, he may apply for re-appraisal within 3 days from the date of receiving the copy of the appraisal opinion, and re-appraisal shall be carried out after being approved by the public security at or above the county level. Re-appraisal of the same matter in the same administrative case is limited to 1 time.
Whether the parties apply for re-appraisal does not affect the normal handling of the case. When the public security considers it necessary, it can also directly decide to re-authenticate.

Persons who meet one of the following conditions may apply for registration to engage in judicial expertise:
(1) Having a senior professional title related to the judicial authentication business applied for;
(2) Having a professional qualification related to the judicial authentication business applied for or a bachelor's degree or above in a related major in an institution of higher learning, and having been engaged in relevant work for more than five years;
(3) Having been engaged in the relevant work of the applied judicial expertise business for more than 10 years and having strong professional skills.
Persons who have been criminally punished for intentional crimes or dereliction of duty, who have been expelled from public office or whose registration as expert witnesses has been revoked shall not engage in judicial expertise.
A legal person or any other organization applying to engage in judicial authentication business shall meet the following conditions:
(1) Having a clear business scope;
(2) Having instruments and equipment necessary for judicial expertise within its business scope;
(3) Having a testing laboratory that has passed metrological certification or laboratory accreditation according to law and is necessary for judicial authentication within its business scope;
(four) each judicial authentication business has more than three appraisers.
