Problems and procedures of adopting mainland residents to settle in Hong Kong and Macao

First, get the application form:

Please bring your ID card or residence booklet to the Exit-Entry Administration Office of Beijing Public Security Bureau to get the form. Mainland residents who come to settle in Hong Kong should obtain the Approval Form for Mainland Residents' Travel Permit to Hong Kong and Macao (hereinafter referred to as the Approval Form for Mainland Residents' Travel Permit to Hong Kong and Macao) in duplicate, and China children born to Hong Kong permanent residents in Chinese mainland should obtain the Application Form for China children born to Hong Kong permanent residents to settle in Hong Kong and the Application Form for Going to Hong Kong in duplicate (one in white and one in pink). China children born to Macao permanent residents in the Mainland should apply for the Application Form for China children born to Macao permanent residents in the Mainland to settle in Macao (hereinafter referred to as the Application Form for Going to Macao) in duplicate (one in white and one in blue).

Second, submit an application:

I submit an application to the Exit-Entry Administration Office of Beijing Public Security Bureau, answer relevant inquiries, and go through the following relevant procedures:

(1) Submit the approval form, scoring form, application form for going to Hong Kong or application form for going to Australia with my photo affixed and signed by the unit or police station. Applicants who fill in the approval form are required to submit 3 photos (of which 1 is posted on the application form). Fill in the "Hong Kong Application Form" and "Australia Application Form" and submit 4 photos (2 of which are posted on the application form). The photo requirement is my recent bareheaded 2-inch bust photo. Public officials do not wear standard clothes, and children do not wear red scarves.

(2) Submit the original household registration book (collective account card of collective account), resident ID card or other household registration certificate and submit corresponding copies (including the first page of household registration book and personal information page). If the household registration book and ID number are inconsistent or the household registration is still in the process of migration, please go to the local police station to go through the formalities of change or settlement. If a foreign country moves into Beijing to settle down, the place where the ID card is issued needs to be changed accordingly.

(three) if there is a pass to and from Hong Kong and Macao, the original certificate shall be submitted for inspection.

(4) When submitting the application, two envelopes should be filled in, and my detailed mailing address should be indicated on the envelopes.

(five) to submit the corresponding proof of residence in Hong Kong, which shall be valid for 6 months from the date of issuance, and the foreign language proof materials shall be translated in the designated translation company. Proof materials consistent with settlement in Hong Kong refer to:

1, couple reunion:

One of the husband and wife is a Hong Kong resident and the other is a Beijing resident, so they need to go to Hong Kong for reunion:

(1) invitation letter; (two) a copy of the Hong Kong identity card or Macao identity card; (3) A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents; (4) marriage certificate. If one or both spouses are not newly married, provide divorce certificate or death certificate.

Applicants for "husband and wife reunion" can bring a child under the age of 14 (inclusive). In addition to filling in the column with children in the parents' application form, the child's birth certificate is also required, and two Approval Forms for Mainland Residents' Travel Permit to and from Hong Kong and Macao need to be filled out, without the seal of the school or police station.

2. Take care of parents who have no support in Hong Kong and Macao:

One or both parents have settled in Hong Kong and Macao, and they are old and frail (over 60 years old), have no children around them and need children's care (children must be over 18 years old and under 60 years old).

(1) invitation letter; (two) a copy of the Hong Kong identity card or Macao identity card; (3) A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents; (4) A certificate of the relationship between father and son (female) or mother and child (female) issued by the notary department in the Mainland; (5) A certificate issued by Hong Kong and Macao lawyers authorized by the Ministry of Justice of China that parents who have settled in Hong Kong and Macao have no children.

3, dependent children take refuge in relatives:

/kloc-lineal relatives or close relatives of mainland children under 0/4 who have taken refuge in Hong Kong and Macao: (1) Invitation letter; (two) a copy of the Hong Kong identity card or Macao identity card; (3) A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents; (4) birth certificate; (5) Parents' Marriage Certificate. If the parents divorce, they need to issue a "divorce judgment" that the father or mother has custody of the applicant as determined by the court.

/kloc-minors over 0/4 years old but under 0/8 years old take refuge with their parents who have settled in Hong Kong. In addition to the above materials, they must also submit the certificate issued by Hong Kong and Macao lawyers authorized by the Ministry of Justice of China that their parents who have settled in Hong Kong and Macao have no children.

Orphans are required to issue their parents' death certificates or death certificates recognized by the Exit-Entry Administration of the Public Security Bureau, and at the same time submit the certificates of relatives between the asylum-seekers issued by domestic notary organs.

4, no rely on the elderly to take refuge in relatives:

Immediate family members or close relatives of elderly people over 60 who have settled in Hong Kong and Macao: (1) invitation letter; (two) a copy of the Hong Kong identity card or Macao identity card; (3) A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents; (4) A certificate issued by the personnel department of the applicant's unit that there are no children in the Mainland. Children who have settled abroad need to provide the residence certificate of the country of residence and the death certificate of the deceased; (5) The certificate of kinship between the trusted person and the trusted person issued by the domestic notary department.

5, inherit the industry:

The inheritance left by Hong Kong and Macao residents is immovable property, which can only be inherited by mainland relatives who have settled in Hong Kong and Macao: (1) Death certificate of the owner; (two) the certificate issued by People's Republic of China (PRC) and the lawyer authorized by the Ministry of Justice that the property owner has no heir in Hongkong or Macao and the applicant has the right of inheritance; (3) Legal documents issued by the heritage management authorities in Hong Kong and Macao and certificates for paying inheritance tax.

6 China children born in the Mainland by permanent residents of Hongkong and Macao:

(1) If the applicant's parents were permanent residents of Hong Kong or Macao at the time of birth, provide birth certificate, household registration book or other household registration certificates; (2) The household registration book, resident identity card or other identification certificate of the parents in the Mainland; (3) parents' marriage certificate; (4) Hong Kong permanent identity card or Macao identity card of Hong Kong or Macao parents (first issued seven years after the applicant's birth); (five) Hong Kong and Macao residents to and from the mainland pass or Hong Kong and Macao compatriots home visit permit.

(6) In the above-mentioned categories 1 to 6, relatives who have settled in Hong Kong and Macao with foreign nationality must present both a foreign passport and a permanent identity card of Hong Kong and Macao.

(7) Immediate family members in the above terms refer to spouses, parents, grandparents, grandparents, grandchildren and grandchildren, and close relatives refer to brothers and sisters. Children and the elderly who depend on their relatives to support them shall be given a scoring standard according to the distance of their relatives, with immediate family members 15 and close relatives 5; The grading standard is set according to the inheritance order. The heirs in the first order are: spouse, children and parents, and the score is 10. The second successor is: 9 points for brothers and sisters. This only allows one of the mainland heirs to settle down.

(eight) the notarization materials and certification materials in the above materials shall be submitted to the original. Copies of Hong Kong identity cards, Hong Kong permanent resident identity cards, Macao identity cards, Hong Kong and Macao residents' travel permits to and from the Mainland, Hong Kong and Macao compatriots' home visits and foreign passports can be submitted (children born to Hong Kong and Macao permanent residents in the Mainland are required to show their originals and submit corresponding copies). Show the original and submit a copy of other certificates. The submitted copy should be on B5 paper.

(9) Other supporting materials required by the Exit-Entry Administration of the Public Security Bureau when necessary.

Three. Requirements for filling in Hong Kong and Macao Settlement Form

(1) General instructions for filling in the form:

1, the approval form, the application form for going to Hong Kong and the application form for going to Australia should be filled in with blue, black or black pen, and the handwriting should be clear and neat, and it is not allowed to be altered. /kloc-applicants over the age of 0/8 must fill it out in person./kloc-applicants under the age of 0/8 can fill it out by their parents or legal guardians. 2 "name" must be consistent with the applicant's household registration book and resident identity card, and simplified characters must be used in writing. 3. "Date of birth" must be consistent with the household registration book and ID card. "Name in Chinese Pinyin", surname comes first, first name comes last. 4 "education level" should be filled in according to the highest degree recognized by the competent department of the state. 5. Fill in the province or municipality directly under the central government according to the household registration book. 6 "domicile" refers to the detailed address recorded in the applicant's domicile. 7. Fill in the full name of the applicant's company as "work unit". If the applicant's personnel file is inconsistent with the applicant's work unit, fill in the current work unit, and indicate the file storage location in the remarks column. Retiree files in the original unit to fill in the original unit. 8. My resume should be filled in from junior high school, and the start and end dates should be accurately linked. 9. Major relatives or major family members at home and abroad shall fill in according to the actual situation, and the overseas address of overseas family members shall be filled in Chinese.

(2) Special instructions for filling in the form:

1. Fill in the description of the approval form: (1) "When, where and why you went to Hong Kong and Macao", give a detailed description of all the previous times and reasons for going to Hong Kong and Macao, and indicate the place where the travel documents to and from Hong Kong and Macao were issued. (2) "Major stakeholders in Hong Kong and Macao" refers to the situation that the applicant has taken refuge or taken care of relatives in Hong Kong and Macao, and the "date of separation" in the column is filled in by the applicant for husband and wife reunion. "Date of Separation" If neither husband nor wife has settled in Hong Kong and Macao at the time of marriage, the date of exit inspection and stamp on the spouse's certificate of settlement in Hong Kong and Macao shall prevail. If the certificate cannot be provided, it shall be counted from the date when the Hong Kong (Macao) resident identity card is first issued. At the time of marriage, if one of the spouses has settled in Hong Kong and Macao, fill in the date of signing the marriage certificate. "When, where and why to go to Hong Kong and Macao" should include the next year, month, province, city and region, the applicant and the place where the certificate is issued, and the reasons why the main stakeholders in Hong Kong and Macao applied to settle in Hong Kong and Macao at that time.

2. Precautions for filling in the scoring form: Applicants for "self-scoring" shall calculate and fill in according to their actual situation and the standards provided in the form. In 2000, the criteria for Beijing to reach the score line of Hong Kong settlement are: the score line of husband and wife reunion 182.5, and both husband and wife are over 60 years old, or one of them is over 65 years old and the other is over 55 years old, which is not limited by this score line; Taking care of parents who have no support in Hong Kong: 26 points; Dependent on children and dependent on relatives: 16; Reluctant to rely on relatives for the elderly: 2 1 point.

3. Notes for completing Hong Kong application form and Australia application form: (1) "Father information" and "Mother information": (1) Fill in the name, date of birth, "place of birth" and the province, municipality directly under the Central Government or special administrative region where you live according to the household registration book or Hong Kong identity card or Macao identity card. (2) The "date of going to Hong Kong" in the application form for going to Hong Kong indicates when to enter the country, and the date of issuance refers to when to approve to settle in Hong Kong and Macao; "Date of First Issue" In the application form for going to Australia, fill in the date of first issue of Macao identity card; "Date of Issue" indicates the date of issuance of the ID card. (three) "address" should fill in the house number in detail according to the current address. (2) "Parents' Marriage": Fill in according to the actual situation.

Four, about the unit or police station:

(a) national public officials, by the organization and personnel department according to the cadre management authority issued opinions.

(2) The employees of state-owned and state-holding enterprises and institutions shall be signed by the legal representative of the enterprise or its authorized personnel and security department, and the legal representative shall apply for going abroad, and the corresponding superior personnel management department shall issue opinions.

(three) students over 65438 04 years of age (including 65438 04 years of age), a certificate issued by the school. /kloc-Under the age of 0/4, the parents or guardians shall issue the certificate of consent to go abroad (the opinions of the unit or police station may be waived (if the guardian is a close relative of grandparents, the certificate of kinship can be proved, such as the certificate of kinship issued by the police station or guardian unit, or the certificate of kinship in the household registration).

(4) Personnel other than those mentioned in (1), (2) and (3) above, such as files stored in the National Talent Exchange Center, Beijing Talent Exchange Center or Beijing Employment Service Center, can be certified by the Center; Files are stored in the city and county talent exchange centers, and opinions are issued by the "center" and the district (county) personnel bureau or labor bureau respectively.

The talent exchange centers of various ministries and commissions and the talent exchange service center of Beijing education system approved by the competent state department are limited to issuing opinions for the floating personnel in the system filed in the center.

(five) Beijing residents who work in other places meet the requirements of Articles 1, 2 and 2, and their units shall issue opinions. If the archives are stored in the talent exchange centers of provinces, municipalities directly under the Central Government and provincial capitals (cities with separate plans), the "center" will issue opinions.

(six) other personnel by the local police station issued opinions.

The opinions of the unit or police station shall be valid within 6 months from the date of issuance.

(1) Hong Kong and Macao Pass must be collected in person. After your application is accepted, it will be examined and approved, and the entry-exit administration will inform the applicant of the examination and approval decision according to the address on the envelope provided by the applicant. The applicant shall receive it with the account cancellation certificate, receipt, ID card or residence booklet and payment receipt.

(2) Charging standard: License fee per 50 yuan. Handling fee, 5 yuan.

(3) Please pay attention to the approval list published in the entry-exit reception hall and pay attention to your ranking. If you have reached the exit grading standard and haven't received the notice, please come to our office in time to ask.

(four) to settle in Hong Kong and Macao, you must leave the country at the designated port.

How to apply for settlement in Hong Kong and Macao?

To apply for settlement in Hong Kong and Macao, the applicant shall meet the following conditions, submit corresponding certificates and perform relevant procedures:

(1) Husband and wife reunion

2. Copy of Hong Kong and Macao ID cards;

3. A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents;

4. Marriage certificate.

If one or both spouses are not married for the first time, divorce certificate or death certificate shall also be submitted. Separated couples can take 1 name1children under 4 years old. In addition to filling in the column of parents' application form, children should also fill in two other applications for mainland residents' travel permits to and from Hong Kong and Macao, without the need for the school or police station to stamp, and submit their birth certificates.

(two) to take care of the elderly and frail parents who have settled in Hong Kong and Macao (the applicant should be over 18 and under 60, and both parents are over 60);

1. Issue a notarial certificate that parents who have settled in Hong Kong and Macao have no children around them (this notarial certificate is notarized by Hong Kong and Macao lawyers authorized by the Ministry of Justice of China, and there is a blue seal printed with the words People's Republic of China (PRC) and the Ministry of Justice at the bottom left). If you have children abroad, you should also submit proof of settlement abroad.

2. Proof of kinship (proof of father-son or mother-child relationship issued by the notary office in the Mainland).

3. Copies of parents' ID cards in Hong Kong and Macao.

4. A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents for use by Hong Kong and Macao parents.

(three) the mainland has no dependent elderly (over 60 years old) to take refuge in Hong Kong and Macao's immediate family members or close relatives (immediate family members refer to:

Children, grandchildren and close relatives refer to brothers and sisters);

1. Proof that there are no children in the Mainland (issued by the personnel department of the applicant's unit or the police station and other relevant units). If a child has settled abroad, the residence certificate of the country of residence and the death certificate of the deceased shall be submitted.

2. Proof of kinship (notarized certificate issued by mainland notary office).

3. Copies of ID cards of relatives from Hong Kong and Macao.

4. A copy of the Home Visit Permit for Hong Kong and Macao compatriots or the Mainland Pass for Hong Kong and Macao residents.

5. invitation letter.

(4) lineal relatives or close relatives (lineal relatives: father, mother, grandparents, grandparents) who have taken refuge in Hong Kong and Macao from their children in the Mainland (/kloc-under 4 years old); Next of kin: brother and sister):

1. Applicant's birth certificate.

2. Parents' marriage certificate.

3. Copy of parents' Hong Kong and Macao ID cards.

4. A copy of the Home Visit Permit of Hong Kong and Macao Compatriots' parents or the Mainland Pass for Hong Kong and Macao residents.

(5) Relatives who have settled in Hong Kong and Macao have no inheritance, and they must settle in the Mainland to inherit it (the total assets left behind should be more than HK$ 5 million);

2. Proof that the industry has no heir in Hong Kong and Macao (notarized by Hong Kong and Macao lawyers authorized by People's Republic of China (PRC) and the Ministry of Justice);

3. Proof of the applicant's right of inheritance (notarized by Hong Kong and Macao lawyers authorized by the Ministry of Justice of People's Republic of China (PRC) and China);

4. Legal documents issued by the heritage management authorities in Hong Kong and Macao and the certificates for paying the inheritance tax.

The applicant's score is based on the order of inheritance, the first order is 10, and the second order is 9, which decreases in turn.

The heirs in the first order are: spouse, children and parents.

The second heirs are brothers and sisters, sisters and grandparents. Only one mainland heir is allowed to settle down.

(six) in the above items (a) to (e), the relatives who have settled in Hong Kong or Macao are permanent residents of Hong Kong with foreign nationality.

, foreign passports (photocopies and Chinese translations) and permanent identity cards of Hong Kong and Macao shall be issued at the same time.

After the acceptance of the application is approved, the decision of approval or disapproval shall be made within 60 days, and the applicant shall be notified. The applicant shall receive the Pass to and from Hong Kong and Macao with the Notice of Receiving the Pass to and from Hong Kong and Macao, the certificate of cancellation of household registration and the resident ID card.
