The court doesn't need money to find a lawyer from summary procedure to ordinary procedure, because the fees charged by summary procedure and ordinary procedure are different. Legal fees are charged in full for ordinary procedures, and can be charged in half for summary procedures. The people's court may apply summary procedure to try simple civil cases with clear facts, clear rights and obligations and less disputes.
