In order to further strengthen the coordination and cooperation between the public security organs and the Taiwan Province Provincial Affairs Office (hereinafter referred to as the Taiwan Affairs Office) in handling major criminal cases involving Taiwan, properly handle major criminal cases involving Taiwan, safeguard the legitimate rights and interests of compatriots on both sides of the strait, and promote the smooth development of cross-strait relations. The relevant issues are hereby notified as follows:

1. In handling criminal cases involving Taiwan, criminal laws and regulations such as the Criminal Law of People's Republic of China (PRC) and the Criminal Procedure Law of People's Republic of China (PRC) must be strictly enforced. Those who violate the criminal law must be punished according to law.

Second, in the event of a major criminal case involving Taiwan, the local public security organ should carefully investigate the scene, record the original scene by means of video and photography, investigate and collect evidence according to law, and timely inspect and identify all kinds of physical evidence extracted and keep it properly.

Cases (incidents) in which Taiwan Province residents died or other abnormal deaths occurred, and the local public security organs decided that autopsies were needed to find out the cause of death. If conditions permit, the family members of the deceased shall be notified to be present.

The identified relics of the deceased shall be properly kept; The disposal of the body of the deceased requires the consent of the family.

Three, major criminal cases involving Taiwan, the local public security organs should immediately report to the provinces, autonomous regions and municipalities directly under the central government, and notify the local Taiwan Province Affairs Office. When necessary, the public security departments and bureaus of provinces, autonomous regions and municipalities directly under the Central Government shall report to the Ministry of Public Security.

The Taiwan Province Affairs Offices of all localities shall promptly report the occurrence and handling of major criminal cases involving Taiwan to the Taiwan Province Affairs Office of the State Council, and send a copy to the Association for Relations Across the Taiwan Strait:

Four, the local public security organs in the investigation of Taiwan-related criminal cases, where it is necessary to contact the police in Taiwan Province Province, check matters related to criminals or victims, shall report to the Ministry of Public Security, and the Ministry of Public Security shall, after consulting with the Taiwan Province Affairs Office of the State Council, decide on the way to negotiate with Taiwan Province.

5. ARATS is authorized to coordinate relevant mainland departments and localities with the Straits Exchange Foundation of Taiwan Province Province (SEF for short, a "non-governmental organization" authorized by the authorities of Taiwan Province Province). Matters that local public security organs need to contact or negotiate with Taiwan Province through ARATS shall be negotiated and unified by the Ministry of Public Security, the Taiwan Province Affairs Office of the State Council and ARATS. ARATS should promptly inform the Ministry of Public Security and the Taiwan Affairs Office of Taiwan Province about its feedback.

Matters involving cross-strait two-way repatriation of criminals shall be implemented in accordance with the Circular of the Ministry of Public Security on Implementing Two-way Repatriation between the Mainland and Taiwan Province Province (document No.3 [1991]):
