Does a dog bite a person constitute a crime?

Does not constitute a crime. If the perpetrator instigates the dog to bite, causing serious consequences, the perpetrator may be suspected of committing a crime, and the dog does not constitute a crime.

The criminal act must be a natural person or a legal person. Animals are not qualified subjects of crime.

If a dog bites another person and causes damage, the animal keeper or manager shall bear civil liability.

Article 127 of the General Principles of the Civil Law, if the animals raised cause damage to others, the animal keeper or manager shall bear civil liability; If damage is caused by the fault of the victim, the animal keeper or manager shall not bear civil liability; If damage is caused by the fault of a third party, the third party shall bear civil liability.
