The Central National Security Council was established on 2065438+2004124 October. It is the decision-making and deliberation coordination body of the Central Committee on national security, responsible for the Political Bureau of the Central Committee and Standing Committee of the Political Bureau of the Communist Party of China Central Committee, and coordinating major issues and important work involving national security. It has both internal and external functions, is closely related to the country's external security, and has jurisdiction over the Ministry of National Security.
Citizens and organizations shall perform the following obligations to safeguard national security:
1, abide by the relevant provisions of the Constitution, laws and regulations on national security;
2, timely report clues that endanger national security activities;
3. Truthfully provide known evidence of activities endangering national security;
4. Providing convenience or other assistance for national security work;
5. Provide necessary support and assistance to state security organs, public security organs and relevant military organs;
6. Keep known state secrets;
7. Other obligations stipulated by laws and administrative regulations.
To sum up, the state takes necessary measures to recruit, train and manage national security professionals and special talents. According to the needs of safeguarding national security, the state protects the identity and legitimate rights and interests of the staff of relevant organs specializing in national security according to law, and strengthens personal protection and resettlement guarantee.

According to the Constitution, the National People's Congress decides on issues of war and peace, and exercises other functions and powers related to national security as stipulated in the Constitution.
According to the Constitution, the NPC Standing Committee decided to declare a state of war, mobilize the whole country or some regions, put the whole country or individual provinces, autonomous regions and municipalities directly under the Central Government into a state of emergency, and exercise other functions and powers related to national security as stipulated in the Constitution and authorized by the National People's Congress.

In accordance with the Constitution and laws, the State Council formulates administrative regulations concerning national security, stipulates relevant administrative measures and issues relevant decisions and orders; To implement national security laws, regulations and policies; Deciding to enter a state of emergency in parts of provinces, autonomous regions and municipalities directly under the Central Government according to law; Exercise other functions and powers related to national security as prescribed by the Constitution and laws and authorized by the National People's Congress and its Standing Committee.
