How to remedy the violation and demotion after accepting a criminal case

Under normal circumstances, criminal cases reduced to administrative punishment will not be investigated for criminal responsibility because of previous administrative punishment, provided that other conditions for prosecution are met. However, "there are exceptions to everything", and those who have reached the standard of criminal prosecution but have been downgraded to administrative cases should not be prosecuted again under special circumstances-there is a clear legal basis to allow demotion.
