Article 3 The construction, use and management of public security video image information system shall follow the principles of overall planning, unified standards, resource integration and centralized management, and realize resource sharing. Article 4 People's governments at all levels shall incorporate the construction, use and management of public safety video image information system into the target management of comprehensive management of social security, and strengthen the organization and leadership of the management of public safety video image information system. Public security organs at all levels are responsible for the daily supervision and management of the construction, use and maintenance of public safety video image information systems.
Development and reform, finance, planning, construction, transportation, culture, municipal utilities, gardens, cultural relics, quality supervision, banking supervision and other departments shall, within the scope of their respective functions and duties, cooperate in the work related to public safety video image information system. Article 5 Where the construction and use of public security video image information system involves state secrets or commercial secrets, it shall be strictly implemented in accordance with relevant state laws and regulations.
The construction and use of public security video image information system shall not infringe upon citizens' personal privacy, portrait rights and other legitimate rights and interests; Security measures should be taken for video image information involving citizens' personal privacy. Article 6 People's governments at all levels shall reward units and individuals that use the public security video image information system to provide key evidence and clues for solving major criminal and public security cases or arresting important criminal suspects in accordance with relevant regulations. Chapter II Planning and Construction Article 7 Public safety video image information systems shall be built in the following places and areas:
(a) party and government organs and other state organs, radio stations, television stations and other important news units, telecommunications, postal services, finance, insurance and other service places, museums, exhibition halls, archives, key cultural relics protection units, national key scientific research institutions, dangerous goods production, sales, storage places and other important units;
(II) Hotels, restaurants, shopping malls, bazaars, supermarkets, storage units, hospitals, schools, kindergartens and other places, cultural and entertainment places, Internet cafes, sports venues, closed residential areas, parks, squares, parking lots and other public places where people gather;
(3) Urban trunk roads and major traffic intersections, airports, railway stations, bus stations, large bridges, tunnels, underpasses, overpasses and other places and areas;
(four) urban water supply and drainage, electricity, gas, heating facilities, important water projects and other important urban infrastructure;
(five) other units, places and regions as stipulated by the laws and regulations of the state and determined by the people's governments at or above the county level. Eighth in addition to the places and areas specified in the preceding article, other organizations, enterprises, institutions and places, according to the needs of maintaining public safety, can voluntarily build public safety video image information system. Article 9 It is forbidden to set up video monitoring facilities and equipment in toilets, bathrooms, dressing rooms, hotel rooms, staff dormitories and other places involving citizens' privacy. If the public safety video image information system fails to pass the acceptance, it shall not be put into use. Article 15 The construction and use unit of public safety video image information system shall, within 30 days from the date of completion and acceptance, file the following information of public safety video image information system with the public security organ in charge of public safety video image information system according to the affiliation of public security work; If there is no clear affiliation of public security work, it shall be filed with the local district or county public security organ in charge of public security video image information system:
(1) design scheme;
(2) contract;
(3) Acceptance documents;
(4) Model, performance and technical parameters of the equipment;
(5) Other relevant information.
Users who have built a public safety video image information system before the implementation of these Measures shall, within 60 days from the date of implementation of these Measures, file the relevant information of the public safety video image information system with the public security organ in accordance with the provisions of the preceding paragraph.
