In addition to developing inner-party democracy and gradually establishing democratic politics, the key point is to establish the authority of the rule of law. Of course, it is important to promote democracy, but we should also be alert to the tendency of superstitious democracy. In fact, internationally, the fourth wave of democratization in recent decades has not brought prosperity and progress to developing countries. In most "emerging democracies", the economy is declining, corruption is increasing sharply and the government is declining. Democracy is fragile without the rule of law. At present, we are facing the flood peak of letters and visits. The fundamental reason for the flood peak of letters and visits is the lack of rule of law. The biggest weakness of China society is the lack of tradition and spirit of the rule of law. If the spirit of the rule of law does not permeate all levels of society and simply implements democracy, then we may get the worst political system in the world-a system with democracy but no rule of law, which will make money politics flood, underworld politics prevail and society fall apart. Therefore, it is necessary to give psychological counseling to the old petitioners. The solution to the problem of old letters and visits is to rebuild trust. Without trust, no amount of money is useful. Too much money may take care of it for a while, but it is impossible to solve the problem fundamentally. The "three no wars" means: first, the people do not fight against the officials. I have a saying here. When I say "people don't fight with officials", it is used for psychological counseling, especially for those who deliberately make trouble for the government, because the situation of letters and visits has changed a lot.
