I. Licensing requirements
(a) the clear height of the crossing roads, urban roads and railways must conform to the corresponding provisions of the expressway construction clearance, and the clearance shall not be less than 5.5 meters (subject to the clearance at the most unfavorable position, the same below).
(2) The clearance between the railway and the first-class highway under the tunnel shall not be less than 5.5 meters, the clearance between the second-class highway and the urban road under the tunnel shall not be less than 5 meters, and the clearance of the remaining roads under the tunnel shall not be less than 4.5 meters. Pedestrian clearance shall not be less than 2.5 meters.
Under-crossing roads should be marked with height-limiting and width-limiting portal frames, corresponding tips and warnings at prominent positions such as the entrance direction or bridges to prevent ultra-high vehicles from passing under the road.
(3) When the transmission lines below 1 10 kV (including110 kV) cross the expressway, the minimum clear distance between them and the expressway shall not be less than 7m, and the minimum clear distances between the lines of 320kV, 330kV and 500kV and the expressway shall not be less than 8.0 and 8.0 respectively.
(four) in principle, natural gas pipelines and oil pipelines shall not use highway bridges to cross rivers, and water (gas, oil) pipelines shall not use bridges to cross roads in principle. The clearance of water (gas, oil) pipelines crossing highways by means of steel (iron) pipes and aqueducts shall not be less than 5.5 meters.
The pipelines under the expressway shall be buried, and the buried depth shall conform to the relevant industry standards and the relevant provisions of the General Code for Design of Highway Bridges and Culverts, and safety demonstration shall be conducted to ensure the safety of expressway structures and facilities and the safe operation of pipelines.

Article 1 This Law is formulated for the purpose of maintaining road traffic order, preventing and reducing traffic accidents, protecting personal safety, protecting the property safety and other legitimate rights and interests of citizens, legal persons and other organizations, and improving traffic efficiency.
Article 2 Within the territory of People's Republic of China (PRC), drivers, pedestrians, passengers and units and individuals engaged in road traffic activities shall abide by this Law.
Third road traffic safety work should follow the principle of management according to law and convenience for the masses, and ensure the orderly, safe and smooth road traffic.
Article 90 A motor vehicle driver who violates the provisions of laws and regulations on road traffic safety shall be given a warning or fined from 20 yuan to 200 yuan. If there are other provisions in this law, it shall be punished in accordance with its provisions.
