Who is the first person who issued an arrest warrant against a sitting head of state in the history of the International Criminal Court?

On March 4, 2009, the International Criminal Court in The Hague, the Netherlands, formally issued an arrest warrant against Sudanese President Omar Hassan Ahmed Al-Bashir for allegedly committing war crimes and crimes against humanity in Darfur, Sudan. This is the first time that the International Criminal Court has issued an arrest warrant against a current head of state since its establishment in 2002.
