1. Dingzhou is a regional central city in central Hebei Province and a separately planned city (sub-prefecture-level city) with prefecture-level economic and social management authority.
Our country’s administrative jurisdiction, trial jurisdiction, and procuratorial jurisdiction are independent of each other; its procuratorates and courts should be at the administrative level. (Procuratorates and courts are managed with reference to civil servants, and their establishment belongs to the administrative establishment, that is, civil servants)
2. The procuratorial organs and judicial organs (courts) of county-level cities are grassroots courts, and the municipal procuratorates at the upper level, Intermediate People's Court (Deputy Administrative Department). According to the relevant provisions of the Criminal, Civil and Administrative Procedure Law, courts that are dissatisfied with Dingzhou should appeal to its superior court, the Baoding Intermediate People's Court, but cannot appeal directly to the Hebei Provincial High Court.
3. Compared with administrative agencies at the same level, procuratorial agencies and judicial agencies, such as the Civil Affairs Bureau and the Housing and Urban-Rural Development Bureau, are half a level higher in administrative level. In a normal county-level city, the director is at the department level, and the prosecutor general and court president are at the deputy department level; in a prefecture-level city, the director is at the division level, the procuratorate and the court are at the deputy division level, and so on.
