Improving citizens' legal quality is the foundation of the rule of law. The rule of law needs a solid economic, political, cultural and social foundation, and the legal quality of citizens is its indispensable subject foundation. As the internal concept and external behavior of citizens, legal quality is not only the symbol of citizens' existence as "legal persons" and "political persons", but also the main basis for citizens to be the main body of governing the country according to law. Strengthening judicial justice is an important guarantee for the rule of law. Judicature is the last barrier to protect the legal relief of rights and the last line of defense to realize, maintain and strive for social justice. Judicial justice is the inherent requirement of socialist rule of law. Only by ensuring judicial justice, acting in strict accordance with the law and fully embodying the people's will can we continuously promote the construction of socialist rule of law; Only by ensuring judicial justice, citizens will believe that laws restrict and restrict power and protect rights and freedoms, will disputes be brought to court, and the rule of law will have a broad social foundation. Strengthening legal service with intransitive verbs is an important means of rule of law construction. Legal service is a concept belonging to the category of commercial services, including legal consultation and court appearance, as well as the act of exercising judicial power. According to the current legal system, China's legal service refers to the paid legal services provided by legal service providers to the society in terms of lawyers, notaries, judicial expertise and grassroots legal services. Legal service has the functions of providing services, reflecting demands and standardizing behaviors, and plays an important role in promoting the construction of the rule of law. "A clever woman can't cook without rice", the construction of the rule of law, while ensuring staffing, must also invest some financial and material resources.
