1. Criminal cases handled by the People's Procuratorate are handled by prosecutors, reviewed by the person in charge of the case handling department, and decided by the Chief Prosecutor or the Procuratorial Committee;
2. The People’s Procuratorate has set up internal organs in accordance with legal provisions. In criminal proceedings, it implements the division of labor such as case acceptance, case filing, investigation supervision, public prosecution, accusation, appeal, procuratorial supervision, etc. Each performs its own duties and controls each other to ensure the quality of case handling. ;
3. The tasks of the People’s Procuratorate in criminal proceedings are: to conduct investigations on directly accepted cases, review arrests, review prosecutions and initiate public prosecutions, exercise legal supervision over criminal proceedings, and ensure accurate and timely investigation. Clarify the facts of crimes, correctly apply the law, punish criminals, protect innocent people from criminal prosecution, ensure the uniform and correct implementation of criminal laws, safeguard the socialist legal system, respect and protect human rights, and protect citizens’ personal rights, property rights, democratic rights and other right.

When the People's Procuratorate handles criminal cases, the public prosecutor, the chief prosecutor and the procuratorial committee shall Make handling decisions within the scope of authority and bear corresponding judicial responsibilities in accordance with regulations.
Prosecutors work under the leadership of the Prosecutor General. Major case-handling matters are decided by the chief prosecutor. The chief prosecutor may submit the case to the procuratorial committee for discussion and decision based on the circumstances of the case. Other matters in case handling may be decided by the chief prosecutor himself or by the prosecutor.
If these rules clearly stipulate major case-handling matters that should be decided by the chief prosecutor or the procuratorial committee, those provisions shall prevail. If there are no clear provisions in these rules, the provincial People's Procuratorate may formulate relevant regulations and submit them to the Supreme People's Procuratorate for approval.
Legal documents issued in the name of the People's Procuratorate shall be issued by the Chief Prosecutor; the Chief Prosecutor may authorize the prosecutor to issue matters within the scope of the prosecutor's authority.
Major, difficult, complex or socially impactful cases shall be reported to the Chief Prosecutor.
