The outbreak of the problem directly stimulated the price increase of imported milk powder. Zhang recalled that the price of a local can of Nestle milk powder rose from 48 yuan to 50 yuan within one month, then soared to 86 yuan, and finally broke through 100 yuan.
In April 2004, Fuyang municipal government issued a document saying that infants with Fuyang household registration and local treatment can enjoy free treatment.
But Rong Rong didn't make it to that day.
For her, eating inferior milk powder is doomed to change her fate. Lying in the hospital bed, she kept crying, and her skin gradually lost its elasticity. She could only drop one or two drops in ten minutes.
Despair attacked Zhang a little. On August 1 1 day, 2003, after staying in the hospital for four days, he took his daughter home.
The next day, Rong Rong, who was born 13 1 day, came to the end of her life.
According to local customs, children who die young are not allowed to be buried. They should be placed on a hillside with high terrain, and parents should walk away without looking back. Zhang couldn't bear to wrap the child in a blanket and bury it in the cemetery on the edge of the village.
"If the child only eats inferior milk powder for two months, this may not be the result." Zhang said with a sigh. For several days, his wife Liu Haitang cried her eyes out.
After the outbreak of the "big-headed doll" incident in Fuyang, the State Council sent an investigation team to conduct a general survey on the nutritional status of babies born after local 1 in March 2003, and found that 229 babies were malnourished because of eating inferior milk powder. According to the investigation team, 0/2 infants in Fuyang City/KLOC-died of malnutrition due to eating inferior milk powder. The recovered girl was diagnosed with rickets.
Although the situation in Yue Yue has improved, Wang Xiuli has found something unusual. "When I washed her hands, I found that her fingers were a little bent. More than 40 days later, Yue Yuekang returned to the hospital.
According to the doctor's advice, Song changed the inferior milk powder into brand-name milk powder and fed some rice with these milk powders. Faced with the cost of several hundred yuan of milk powder every month, Song had to go out to work.

Later, Wang Xiuli found that Yue Yue's sternum bulged slightly. Only then did she realize the seriousness of the problem and took her daughter to the town hospital. The doctor told Wang Xiuli that Yue Yue had rickets and had better go to a big hospital for treatment.
This is a bone disease caused by vitamin D deficiency. In Wang Xiuli's view, it costs a lot of money to treat this disease. After buying a bottle of calcium tablets, she took Yue Yue home.
Also this year, Sanlu milk powder incident broke out. After the "big-headed doll" incident, the safety of milk powder has received unprecedented attention. Several senior executives of Sanlu Group were eventually sentenced.
This time, the temperature of snack milk powder is healthy.
"After the big-headed doll incident, the country's testing standards for milk powder were very strict. However, in order to cope with the new standards, unscrupulous merchants added melamine to milk powder. " Liu Xiaolin said that as early as the big-headed doll incident, Sanlu milk powder was listed as an unqualified product in Fuyang because of its low protein content. If it had been handled properly at that time, there might have been no subsequent melamine incident.
In April 2004, Fuyang Municipal Health Bureau, Industrial and Commercial Bureau and Consumers Association jointly issued a list of unqualified milk powder, and the reporter found that "Sanlu baby milk powder" was among them. Defend rights through legal aid litigation
For Zhang who lost her daughter, the days are equally tortuous and long.
In the second month after her daughter's death, Zhang ate the remaining five boxes of inferior milk powder and sent them to Fuyang CDC for testing. The results showed that the protein content of the milk powder was only 2.56%, which was far lower than the national standard 18%.
According to this result, Zhang reached an agreement with supermarkets selling milk powder and food companies supplying milk powder on June 5438+February 2003, and the supermarkets and food companies compensated Zhang 1.2 million yuan. The three parties agreed that the matter had been settled.
After the compensation agreement was reached, Zhang only got 5000 yuan from the supermarket. After several inquiries, I learned that the food company had allocated the compensation of 1.2 million yuan to the supermarket, but the person in charge of the supermarket refused to pay it in full. Zhang asked the town industrial and commercial office for help, and the supermarket gave him another 2000 yuan.
"My daughter's life is gone, and he still regards compensation as a business and wants to profit from it!" Some angry Zhang told the media about his experience. After the report, the supermarket under pressure took out another 3000 yuan. Plus the previous compensation of 7,000 yuan, Zhang still owes 2,000 yuan.
Soon, the local government sent Zhang 654.38 million yuan of solatium, and said it could provide legal aid. A lawyer also came from Shanghai and expressed his willingness to defend Zhang's rights for free.
Zhang was encouraged. In June 2004, he sued the heads of food companies and supermarkets to Fuyang Intermediate People's Court, claiming nearly 254,000 yuan.
Since then, Zhang has embarked on the road of safeguarding rights for nine years.
Difficulties in implementation
More than 60 thousand compensation only got 42 thousand
Even with legal aid, Zhang's lawsuit is not easy.
During the trial, the food company argued that Rong Rong suffered from congenital hypothyroidism in addition to malnutrition syndrome, and his death could not be ruled out.
Zhang turned to look for evidence.
In July 2004, he got his daughter's death appraisal.
The criminal science and technology appraisal certificate issued by Anhui Provincial Public Security Bureau shows that Rong Rong died of severe malnutrition.
With this evidence, on February 7, 2004, 65438, Zhang reached a mediation agreement with the heads of food companies and supermarkets: the food companies and supermarkets compensated Zhang 50,000 yuan and 6,543,800 yuan respectively, and the compensation was completed within 15 days after the agreement came into effect.
The next step is to wait.
You can wait left and right, but you can't see the person in charge of the food company and supermarket to fulfill the compensation.
On March 2, 2005, Zhang applied to Fuyang Intermediate People's Court for compulsory execution, and the court subsequently seized a car from the food factory. My brother is the legal representative of the food factory, and said that he can pay 30,000 yuan on his behalf. However, he asked Zhang to give up the remaining 20,000 yuan compensation, and the compensation with the food factory ended here.
Zhang once again chose to compromise.
Speaking of the original decision, Zhang shook his head: "I shouldn't have given up at that time. After all, this is the money to compensate the child's life! "
After Zhang's repeated efforts, the supermarket finally paid the last compensation of 2000 yuan this summer. In other words, the compensation of 62,000 yuan agreed by Zhang in mediation was only 42,000 yuan.
