In August 2003, the Security Council adopted resolution 1503, demanding that the International Criminal Tribunal for Rwanda take all possible measures to implement the "completion strategy", that is, complete all investigations and prosecutions by the end of 2004, complete the first trial of all cases by the end of 2008, and complete the trial of appeal cases in 20 10.
Since its operation, the Rwanda Tribunal has successively tried former Rwandan Prime Minister Kambanda, 14 former government ministers and other senior military generals and local officials, which has played a positive role in peace and national reconciliation in Rwanda and its surrounding areas. The precedents of the Rwanda Criminal Tribunal have had a far-reaching impact on the substantive law and procedural law of international criminal law. In addition, Rwanda has accumulated valuable experience in witness protection, detention facilities and defense lawyer management, which is of great reference value to the International Criminal Court, which has just started to operate.
