1. 2. Compared with the 2017 version, the new "Measures" adjust the date of announcement of the talent list and the method of handling violations. Relevant people from the Municipal Talent Settlement Office introduced that the talent settlement work is a parallel review by multiple departments, and the review time will be extended to the end of each quarter. Taking into account the completeness of the review data and the timeliness of the work, the publicity time has been adjusted from the original end of each quarter to every quarter. In the first month of the quarter, the talent settlement list for the previous quarter will be announced to the public for 5 working days.

3. Clarify the physical allocation of talents, including three types of private property housing, talent apartments, and affordable rental housing, and delete public rental housing.

4. Regarding the handling of violations, the new "Measures" combine the relevant provisions of the "Jiangsu Province Social Credit Management Regulations" and "Nanjing Social Credit Management Regulations" and modify the relevant statements to comply with social credit management laws and regulations The stipulated circumstances shall be incorporated into the credit system in accordance with the law and disclosed to the public.

According to the Nanjing Municipal People's Government, the "Nanjing Talent Resettlement Measures" will be implemented on February 12, 2023. Compared with the 2017 version of the "Nanjing Talent Resettlement Measures (Trial) Notice", There are the following changes:

(1) Scope of application

The scope of application is Xuanwu District, Qinhuai District, Jianye District, Gulou District, Qixia District and Yuhuatai District. Jiangbei New Area, Jiangning District, Pukou District, Liuhe District, Lishui District and Gaochun District can refer to these measures to formulate talent settlement measures in their respective jurisdictions.

(2) Enjoyment period

The enjoyment period is slightly adjusted. The policy enjoyment period for talent applicants is 5 years, except for new F-category talents.

Period of subsidy for Category F talents: Housing rental subsidies for Category F talents are unified into the scope of rental subsidies for college graduates in our city’s talent housing. Delete the subsidy share of each district, specifically A, B, and C talents in Xuanwu District, Qinhuai District, Jianye District, Gulou District, Qixia District, and Yuhuatai District The municipal and district governments (management committees) will each bear 50% of the house purchase subsidy and rental subsidy, and the rental subsidy for talents in categories D, E, and F.

Jiangning District, Pukou District, Liuhe District, Lishui District, and Gaochun District each have 30% subsidies for house purchase subsidies and rental subsidies from the municipal finance.

(4) In-kind rental housing

In-kind rental housing for talents includes three types: private property housing, talent apartments, and affordable rental housing. Public rental housing is deleted.

Note: These measures will come into effect on February 12, 2023, and will be valid until February 11, 2028. The "Nanjing Talent Residence Measures (Trial)" (Ning Zhengfa [2017] No. 99) issued by the Nanjing Municipal People's Government on April 24, 2017 was abolished at the same time.

The Municipal Talent Resettlement Work Leading Group has set up an office in the Municipal Real Estate Bureau to undertake the daily management of talent settlement work.

The relevant district people's government and economic and technological development zone management agencies have established corresponding leading groups and offices for talent settlement work to be responsible for the specific work of talent settlement within their jurisdiction. Article 6 The city shall establish a leading group for talent settlement work, which shall be responsible for researching, coordinating, reviewing, deciding and deploying major matters concerning talent settlement work in the city. The leading group for talent settlement work has set up an office in the municipal real estate department to undertake the daily management of talent settlement work.

The relevant district people's government and the economic and technological development zone management agencies have established corresponding leading groups and offices for talent settlement work, which are responsible for the specific work of talent settlement in the district.

Article 24 Sources of talent housing include the following financing channels:

(1) Government investment in new construction, purchase, and leasing;

(2) Economic and technological Development zones, management agencies, and other industrial carriers invest in new construction, purchase, and leasing;

(3) Construction of commercial housing projects;

(4) New construction and reconstruction of enterprises and institutions.

Article 30 House purchase subsidies are paid annually and are paid in December every year. 40% of the total subsidy will be paid in the year of home purchase, and 15% of the total subsidy will be paid each year from the second to the fifth year.

If you apply for a house purchase subsidy before receiving the rental subsidy in our city, the house purchase subsidy should be deducted accordingly; if you apply for ***property housing before receiving the rental subsidy in our city, the rental subsidy already received should be returned , except for talented people who purchase a house in advance.

The rental subsidy is paid on a monthly basis and quarterly. The rental subsidy for the previous quarter will be paid to the personal account in the first month of each quarter.
