The mass media in today's society is developing at an unprecedented speed. Teenagers feel the changes of the times with sensitive hearts. They are well-informed, precocious, sharp-eyed and active in thinking. On the other hand, juvenile delinquency has some new features, and some new changes have taken place in criminal motives, criminal forms and criminal means. First, the motive of juvenile delinquency. It is characterized by greed. Since the socialist market economy is a kind of market economy, it naturally has the characteristics of market economy, so it cannot completely get rid of the inherent positive and negative factors of market economy itself. As far as negative factors are concerned, it is manifested in many aspects, such as the competitiveness of the market, which makes some people even commit crimes in order to obtain profits. Some people sum up the current crime as "three means, one goal". One means is power, using authority to engage in corruption crimes; The second is money, using money to pay bribes, buy off joints and do illegal and criminal activities; The third kind is fist, which has neither power nor money. If you want to get rich, you have to rely on fist to carry out criminal activities such as theft and robbery and pursue a goal-money. At present, juvenile delinquency in China is influenced by values such as money worship and hedonism, and most of them are greedy crimes to satisfy material desires. According to the investigation of juvenile delinquency in Jilin Province by Jilin Youth Crime Research Institute 1996, from 1992 to 1995, there were 3,892 juvenile delinquency cases in Jilin Province, involving 7 types of crimes, and 2,840 crimes (theft and robbery) against property, accounting for 72.9% of the total. According to the statistics of the People's Court of Yixing City, Jiangsu Province, 42 out of 48 juvenile offenders in 1993, 40 out of 56 in 1994 and 6 out of 96 in 1995 committed theft, accounting for 87% and 9/kloc of the total number of juvenile offenders in that year respectively. From the analysis of criminal motives, most of them pursue enjoyment and squander at will. Second, the performance of juvenile delinquency is crazy. Adolescence is a period when life moves from naivety to maturity. Because some teenagers do not form a sound personality in the process of socialization, they tend to go astray, and because teenagers are brave and aggressive, they often act crazy in the process of illegal and criminal activities. In juvenile criminal cases, the specific manifestations are: (1) homicide and serious injury. Some teenagers murder their lives and burn their bodies for money; Some retaliate and kill people; Some kill each other because of the contradiction between marriage and love; Some people fight because of neighborhood conflicts, which seriously hurts others. For example, as early as 1989, there were 56 such cases in Shenzhen, in which 19 people died and 38 people were injured, including 60 teenagers, accounting for 84.5% of the total. (2) Violent robbery. In recent years, the crime of juvenile robbery has developed from randomness to particularity, and the criminal means have changed from relying solely on fist violence and verbal threats to using weapons such as daggers, sticks, butchers and robbing branches. (3) Violent rape. These criminals have bad methods. For example, in four major rape cases in Huaihua City, Hunan Province from 65438 to 0994, criminals took women to remote and out-of-control areas in the suburbs by motor vehicles, including three cases of taking taxis and tricycles together. (4) crazy misappropriation of public funds. Judging from the cases investigated in recent years, such criminals are not only young, but also commit huge crimes, and often squander all the money they get, or travel all over China, or flee abroad with money, or sneak into Taiwan, Hong Kong and Macao. For example, cashier Jin of Minsheng Food Factory in Anshan City, Liaoning Province has only served for 4 years, and the history of corruption has been 3 years and 3 months, with a total corruption of 243,800 yuan. Shi Rugang, Industrial and Commercial Bank of Dali City, Yunnan Province, aged 2 1, embezzled 705,000 yuan. Another example is Lin Moumou, a corrupt criminal in Dongguan, Guangdong Province, 19 years old, and the amount of corruption is as high as 1.26 million yuan. Such a crazy robbery is really jaw-dropping. Third, the organizational form of juvenile delinquency has the characteristics of gangs. Longing for friendship and being good at communication are the psychological needs of teenagers and the external expression of independent consciousness. Teenagers tend to close themselves in front of their parents, and prefer to be with partners of similar age and similar interests to form a group. Juvenile delinquency also appears in the form of gangs. These criminal gangs vary in scale, ranging from three to five people to hundreds. Because teenagers have little experience and poor ability, they can encourage each other and relieve their fear and loneliness to some extent. In particular, some juvenile offenders are often students with double difficulties, dropouts and school dropouts. These people are often backward groups in schools, or because of neighborhood relations, or because of a common sense of loss, negative psychology, and interest in low-level game places such as video games and video halls, which brings them together. Therefore, gang crime has become the main form of juvenile delinquency, which is extremely harmful to society. According to the investigation of relevant departments, about 60-70% of juvenile crimes belong to gang crimes. According to the investigation of 700 prisoners in Harbin Juvenile Delinquency Center by the Research Office of Heilongjiang Provincial Public Security Department, gang crimes account for 88.23%. Among them, murder gangs accounted for 17. 1%, robbery gangs accounted for 43.75%, theft gangs accounted for 27.38%, and rape gangs accounted for 7.25%. The Public Security Bureau of Daxinganling Administrative Office destroyed 84 criminal gangs in a few months 1995+0- 10, including 79 juvenile criminal gangs, accounting for 94%. In juvenile gang crimes, some belong to general gang crimes, but a considerable number of criminal gangs have developed into criminal groups, and some juvenile criminal gangs have become complete criminal groups. Judging from the development trend of juvenile gang crimes in recent years, gangs are used to committing major crimes. Once members such as "Erlao" or "recidivist, recidivist" join the gang, the gang will quickly develop from a general gang crime to an organized criminal gang, and even become an organized criminal group with a triad color. Nowadays, many juvenile criminal gangs not only have names and leaders, but also have discipline. When they committed the crime, they had a plan and a division of labor. Most juvenile criminal gangs belong to the same sex, but many are mixed gangs composed of boys and girls. Some criminal gangs commit specific single types of crimes, but there are also many criminal gangs that commit various types of crimes. The spiritual bond of criminal gangs is mainly the consistency between "buddy loyalty" and personality interests, and the connection between criminal consciousness and criminal interests. With the advantage of numbers, they control one side and run roughshod over the village. Generally speaking, major cases are committed by juvenile criminal gangs. Over the past ten years, "strike hard" has been carried out many times, and gang crime in juvenile delinquency has not been well solved. History and reality show that gang crime is more dangerous and corrosive than juvenile crime. Therefore, we must resolutely punish such crimes, and we must never be soft-hearted and tolerant. Fourthly, judging from the educational reform of juvenile delinquency, it has the characteristics of repetition. Teenagers' thoughts have great plasticity and are easily influenced by objective external conditions. They tend to be "pro-Zhu Zhechi, pro-Mexico is black" and teenagers who commit crimes are easy to receive education and reform. But on the other hand, it is also very repetitive. For example, some delinquent teenagers used to be "single-handedly" and became "all-rounders" after they came out of the reeducation-through-labor farm. According to research data, the juvenile recidivism rate in China is very low, generally less than 5% in the ten years after the founding of New China. In 1980s, the recidivism rate rose to about 100%. In recent years, the juvenile recidivism rate has been rising, reaching 15% or even about 20% in some places. Individual areas have exceeded 30%. According to the investigation, a prominent feature of juvenile recidivism is that the new crimes are often much more serious than the previous crimes. At present, many major cases and malignant cases in China are mostly committed by recidivists. In particular, some minor recidivists, recidivists, instigators, and criminal gang leaders, despite repeated correction and education, have strengthened their criminal motives because of repeated crimes, and have changed from fear of first-time offenders to proficiency. Not only do they not want to repent, but they madly retaliate against society and become extremely dangerous elements of social security. Therefore, it is an extremely important task to strengthen the research on the characteristics and laws of recidivism and prevent and control the crime rate reported by heavy organs. In addition, as far as juvenile delinquency is concerned, it also has the characteristics of suddenness, continuity and conductivity. Suddenness is the characteristic of juvenile delinquency, because the motive of juvenile delinquency is often simple and the purpose is single and arbitrary. Generally speaking, less premeditated, without careful consideration and careful planning in advance, is often induced and stimulated by some factors, or is a temporary emotional impulse and suddenly committed. This sudden behavior reflects that minors are impulsive and not good at controlling themselves. The so-called continuity means that teenagers commit crimes such as theft and robbery. Generally, after the success of the first crime, their luck will be strengthened, resulting in an insatiable desire for material enjoyment. The so-called conductivity, teenagers have a strong imitation, but because of their young age, their ability to distinguish right from wrong is weak and their susceptibility is strong. This conductivity is most obvious in gang crimes. In gangs, juvenile offenders often teach their "skills" and "experience" of illegal crimes to new partners by bringing up the old and bringing up the new, being versatile and covering the sky with one hand. So some people compare juvenile delinquency to snowballing.
