It was found by the procuratorate that the defendant had stolen 602,400 tons of the Yangtze River black fine sand, and the value of the Yangtze River black fine sand was determined to be 6.75 yuan per ton. Accordingly, the defendant Qi Mou illegally exploited river sand with a total value of RMB 4.06 million; Defendant Liu Moxiao and others 14 people participated in piracy, and the amount ranged from10.2 million yuan to more than 4 million yuan.
