I. Conditions for recruiting candidates

(3) Having good moral conduct and physical conditions for normal performance of duties;

(4) College graduates with bachelor degree or above, or college graduates with permanent residence in Shandong (including college graduates from full-time colleges and universities in Shandong for 20 14 years); In order to explore the recruitment of grass-roots civil servants from outstanding workers, graduates from senior technical schools (technician colleges) in our province with permanent residence in Shandong can apply for relevant positions in township organs;

(5) Age 18 years old to 35 years old (1born between May 29, 978 and May 29, 996), and recent master's and doctoral students (non-employed) are under 40 years old (1born after May 29, 973).

(6) Other qualifications required by the recruitment agency.

Applicants cannot apply for the same institution or unit where civil servants with relatives are located, so they should avoid it. If the applicant has a relative relationship with any employer that should be avoided, he cannot apply for the merged position. Persons who have been expelled from public office because of criminal punishment for crimes, those who have been identified by the competent departments of civil servants at all levels as having serious violations of examination discipline, such as fraud, are not allowed to apply for civil servants, those who have been expelled for less than five years, non-fresh graduates (and are not allowed to apply for examinations on the condition of obtaining academic qualifications), active servicemen, and those who are not allowed to be employed as civil servants according to the law, are not allowed to apply for examinations.

Civil servants in counties (cities, districts) and below in our province (including units below the county level in the province) who have worked for 5 years (including probation period) or have worked for 2 years and obtained excellent grades in annual assessment can apply for civil servant positions in higher authorities, while other civil servants cannot apply for it.

According to the relevant regulations of the state, grassroots project personnel (hereinafter referred to as grassroots project personnel) recruited and selected in our province, such as "transferring college graduates to work in villages", "three supports and one support" and "college students volunteering to serve the west", have served for 2 years and completed the service period stipulated in the employment contract (agreement). Within 3 years (from 20 12 to 2065438), those who have enjoyed preferential policies and have been employed as civil servants or staff members of public institutions will no longer enjoy the civil service orientation examination policy.

The conditions for applying for the post of Selected Graduates, a supplementary staff member selected for the senior high school entrance examination in Selected Graduates, are: good ideological and political quality, and consciously implementing the party's line, principles and policies. Solid work, willing to endure hardships, willing to contribute, strong sense of work innovation, entrepreneurial spirit, outstanding performance. Strong organizational discipline, integrity, decent style, high prestige among the masses. With a bachelor's degree or above, under the age of 32 (born after May 29th, 198 1), transferred to the grassroots level before 20 1 1 (inclusive), and now works in an organ unit below the county (city, district).

Applicants for the positions of newly appointed judges and prosecutors should meet the following conditions in addition to the basic conditions stipulated in the Brief: (1) Meet the post-holding conditions and qualifications stipulated in the Civil Service Law of People's Republic of China (PRC), the Judges Law of People's Republic of China (PRC), the Procurator Law of the People's Republic of China and other relevant laws and regulations; (2) Bachelor degree or above; (3) Aged between 23 and 40 (born between May 29th 1973 and May 29th 199 1); (four) good health and good facial features; (5) Having passed the national unified judicial examination and obtained the legal professional qualification certificate (A certificate or B certificate); (six) engaged in legal work for 2 years, including master's degree and doctoral degree engaged in legal work for 1 year.

Lawyers who have obtained the qualifications of judges and prosecutors and passed the lawyer examination and other personnel engaged in legal work can be regarded as having passed the national unified judicial examination. Cadres who meet the above conditions and have the status of civil servants in our province can apply for the exam after being recommended by their units and agreed by the organization department of the Party committee at the same level. Those who have been appointed as judges and prosecutors (including assistant judges and prosecutors) shall not apply for the newly appointed positions of judges and prosecutors.

Second, registration and qualification examination

Registration and qualification examination work, according to the following procedures:

Specific measures are:

(1) Personal registration: applicants log on to the designated registration website and truthfully fill in and submit personal registration information. Each person is limited to one post. If the applicant logs in and fills in the application information several times before the prequalification, the last filling will automatically replace the previous filling information. Once the application qualification is approved by the employing department, it shall not be changed. Applicants must use the second-generation ID card for registration, and the ID cards used for registration and examination must be the same. Applicants who maliciously register registration information, disturb the registration order or falsify academic certificates and other relevant documents to defraud the examination qualifications, once verified, shall be given the punishment of canceling the qualification of this examination and not applying for civil servants within five years.

(2) Preliminary examination of the unit: The employing department is responsible for the preliminary examination of qualifications, and during the registration period (including holidays), it checks the online registration of the unit, conducts preliminary examination of the qualifications of the applicants according to the information submitted by the applicants, and publishes the preliminary examination results online.

(3) Online payment. After submitting the application information online, applicants can log on to the website to check the preliminary examination results of registration qualification from the next day to the deadline for inquiry. Those who have passed the preliminary examination should log on to the website of Rizhao Human Resources and Social Security Bureau () from 9: 00 on May 30th to 20 16: 00 on June 3rd, 2004, and pay online. If you fail to go through the online payment procedures within the time limit, you will be deemed to have given up your registration qualification. After the payment is successful, download and print the Civil Servant Employment Registration Form and the Civil Servant Integrity Commitment Letter (for pre-interview qualification examination), and log on to the website to download and print the admission ticket from 20 17 and 20 16: 00 on June 20th.

For the recruitment position with the final number of applicants less than 3 times the planned number of employees, if L people are planned to be hired, the employment plan will be cancelled in principle; If more than 2 people are planned to be employed, the employment plan shall be correspondingly reduced according to the ratio of 1:3. Those who apply for the cancellation of the employment plan post may, with my consent, change to other posts in our city within the specified time.

Those who apply for the people's police of the forest public security system need to conduct on-site visual inspection after registration. Those who apply for the people's police of the prison system need to undergo a physical examination after registration. See annexes 1 and 2 for specific measures.

According to the standards approved by the provincial price department, applicants should pay the examination fee and 40 yuan for each subject.

Poor rural college students and urban residents who intend to enjoy the relevant examination fee waiver do not pay online fees, and applicants can go through the on-site confirmation and waiver procedures by themselves or by entrusting others according to the specified date, place and procedures. (2) Qualification examination

The qualification examination of applicants runs through the whole process of the examination. Applicants who enter the interview, after the list of interviewers is confirmed, are required to submit their relevant certification materials, the Letter of Commitment for Civil Servants' Integrity and three recent photos of the same edition 1 inch (which must be the same as the online registration photos) to the employing department. When entering the interview, the service grass-roots project personnel who apply for the orientation examination post shall, in addition to the nationally recognized academic certificate, second-generation ID card, registration card issued by the employment department in the year of graduation, employment contract signed with the competent department and other relevant certification materials, the personnel who participated in the project of "selecting and hiring college graduates to work in the village" shall issue certification materials recognized by the organization and personnel department at or above the county level; Personnel participating in the "Three Supports and One Support" project shall issue the "Notice of Recruitment" issued by the "Three Supports and One Support" Coordination Management Office of Shandong Province and the certification materials approved by the personnel department of the organization at or above the county level; Participants in the "College Students' Volunteer Service in the West" project should present the certification materials recognized by the Shandong Provincial Committee of the Communist Youth League, the service certificate uniformly produced by the Central Committee of the Communist Youth League and the Appraisal Form for College Students' Volunteer Service in the West. Graduates from senior classes of our province's senior technical school (Technician College) who apply for relevant posts in township organs should produce proof materials such as graduation certificate, second-generation ID card, household registration book, etc. If they have signed employment (orientation training) agreement or labor contract with the employer, they should issue proof that the employer agrees to apply for the exam (with the consent of the employer, it can also be provided before physical examination and inspection).

If the main information of the relevant materials is untrue, which affects the results of qualification examination, the recruitment agency has the right to cancel the qualification of the applicant to participate in the interview.

Those who have obtained the interview qualification, if they fail to submit relevant materials to the employing department five days before the interview, shall be deemed to have abstained. After examination, those who do not have the conditions to apply for the examination will be disqualified from the interview after approval by the municipal competent department of civil servants. Job vacancies due to waiver or disqualification shall be filled in turn according to the written test results.

Third, the contents and methods of the examination

The examination is divided into written examination and interview.

(1) Written examination

The written test subject is administrative professional ability test and application, and the applicants must take all the tests before the results can be valid. The administrative professional ability test of each position uses the same test questions, which are classified according to the nature of work, including: positions that perform judicial, administrative law enforcement and legal work duties in government agencies and units, and provide legal services for social public management, and use Class A test papers for the application test; Positions engaged in financial management, auditing and economic management. , and use the B-type test paper for the exam; In addition to the above positions, positions that perform the duties of comprehensive management and internal management of government agencies and units will use class C examination papers.
