Compulsory isolation drug rehabilitation centers implement graded management that gradually adapts to the society according to the different stages of drug treatment and the performance of drug addicts.
Twentieth compulsory isolation drug rehabilitation centers should establish a new drug addicts management system, and implement transitional management and education for new drug addicts for not less than fifteen days.
Article 21 Compulsory isolation drug rehabilitation centers shall conduct heart-to-heart education within 24 hours after drug addicts are taken into custody, inform them in writing of the management regulations they should abide by, the rights they enjoy according to law and the ways to exercise their rights, grasp their basic situation, guide their psychology and guide them to adapt to the new environment.
Twenty-second of the drug addicts, exposure, accusation, and administrative reconsideration or administrative proceedings, compulsory isolation drug rehabilitation centers should be registered and timely transfer the relevant materials to the relevant departments.
Article 23 Compulsory isolation drug rehabilitation centers shall guarantee the freedom of communication and privacy of drug addicts. Compulsory isolation drug rehabilitation centers shall inspect the articles and mails handed over to drug addicts by people outside compulsory isolation drug rehabilitation centers. At the time of inspection, two or more staff members shall be present at the same time.
With the approval of compulsory isolation drug rehabilitation center, drug addicts can use the designated fixed telephone to talk with their relatives, friends, guardians or their units and schools.
Twenty-fourth compulsory isolation drug rehabilitation centers should establish a visiting system to allow relatives of drug addicts, their units or staff attending schools to visit.
Visitors should accept the identity document inspection of compulsory isolation drug rehabilitation center and abide by the visiting regulations. For visitors who violate the regulations, the compulsory isolation drug rehabilitation center may give a warning or order them to stop visiting.
Twenty-fifth drug addicts in any of the following circumstances, compulsory isolation detoxification can be approved to leave the residence:
(a) the spouse or immediate family members are seriously ill or have other legitimate reasons to leave the visiting place;
(two) the death of a spouse or immediate family member needs to deal with the corresponding affairs;
(three) for marriage registration and other civil legal acts that must be carried out by myself.
Drug addicts shall submit a written application for leave and provide relevant certification materials. Approved by the director of the compulsory isolation drug rehabilitation center and reported to the competent public security organ for the record, a certificate of leave is issued.
Leave the office for no more than ten days, including the day when you leave the office and return to the office. Those who leave home and don't return will be treated as hiding.
Twenty-sixth lawyers should meet with drug addicts with a lawyer's practice license, a letter of introduction from a law firm and a power of attorney at a place designated by the compulsory isolation drug rehabilitation center.
Twenty-seventh compulsory isolation drug rehabilitation centers shall formulate and strictly implement the food standards for drug addicts to ensure that drug addicts eat healthily, cooked, hot and full.
Ethnic minority drug addicts should respect their eating habits.
Twenty-eighth compulsory isolation drug rehabilitation centers should establish a management system for drug addicts to buy goods, and the purchase of goods is limited to daily necessities and food.
Twenty-ninth compulsory isolation drug rehabilitation centers shall establish a one-day living system for drug addicts.
Compulsory isolation drug rehabilitation centers shall urge drug addicts to abide by the code of conduct for drug addicts, and reward or punish them according to their actual performance.
Thirtieth compulsory isolation drug rehabilitation centers shall establish an entry and exit registration system.
The drug rehabilitation center implements closed management, and the entry and exit of non-hospital staff must be approved by the leaders of our hospital.
Thirty-first compulsory isolation drug rehabilitation centers should unify the clothing and bedding of drug addicts, and set the logo on the clothing and bedding.
Thirty-second compulsory isolation drug rehabilitation centers should install surveillance video, emergency alarm, ward reporting device, access control inspection and prohibited items detection and other technical defense systems. The storage time of surveillance video shall not be less than fifteen days.
Thirty-third compulsory isolation drug rehabilitation centers should conduct regular or irregular safety inspections to find and eliminate potential safety hazards in time.
Thirty-fourth compulsory isolation drug rehabilitation centers should establish emergency plans and conduct regular drills.
In case of drug addicts escaping and violently attacking others, compulsory isolation and detoxification can be stopped by using police equipment according to law.
Thirty-fifth compulsory isolation drug rehabilitation centers should establish a 24-hour patrol system.
The personnel on duty must stick to their posts, perform their duties, strengthen inspections, and must not leave their posts without permission or engage in activities that hinder their duties.
When the personnel on duty find problems, they should take decisive and effective measures, deal with them in time, and report to their superiors as required.
Article 36 If a drug addict is under any of the following circumstances, he shall be given a warning, admonished, ordered to make a statement of repentance or be confined according to different circumstances; If the case constitutes a crime, criminal responsibility shall be investigated according to law:
(1) Violating the code of conduct for drug addicts, failing to observe the discipline of compulsory isolation drug rehabilitation centers, and failing to change after education;
(two) possession or smoking, injecting drugs, hiding prohibited items;
(3) Bullying, beating, maltreating other drug addicts, encroaching on other people's property and other violations of others' rights;
(4) exchanging information on drug abuse, teaching criminal methods or instigating others to commit crimes;
(5) premeditated or committed suicide, escape or murder.
Give warnings, admonitions and orders to make a statement of repentance to drug addicts, which shall be decided and implemented by the correctional police; Confinement, proposed by the police, reported to the director of compulsory isolation drug rehabilitation center for approval.
If the circumstances are bad, it should be used as an important plot to suggest extending the period of compulsory isolation and detoxification in the diagnosis and evaluation; If the case constitutes a crime, it shall be handed over to the investigation department for investigation, and if it has been decided to detain or arrest, it shall be transferred to the detention center for custody.
Thirty-seventh compulsory isolation drug addicts escape, it shall immediately report to the competent public security organs, and cooperate with the recovery work of the escaped persons. After rehabilitation, drug addicts should continue to implement compulsory isolation detoxification, and the escape period is not included in the compulsory isolation detoxification period. After rehabilitation, drug addicts are not allowed to terminate compulsory isolation treatment in advance, and diagnosis and evaluation can be used as a plot to suggest extending the period of compulsory isolation treatment.
Article 38 If a drug addict dies during compulsory isolation and detoxification, the compulsory isolation and detoxification center shall immediately report to the competent public security organ, notify the decision-making organ of compulsory isolation and detoxification, and notify his family members and the people's procuratorate at the same level. The competent public security organ shall organize relevant departments to investigate the cause of death. After finding out the cause of death, inform the family of the deceased as soon as possible.
Other aftermath matters shall be handled in accordance with relevant state regulations.
Thirty-ninth compulsory isolation drug rehabilitation centers should establish an inquiry registration system to cooperate with the inquiry work of the case-handling department.
Fortieth case-handling personnel should go through the registration formalities with the unit's letter of introduction and valid work certificate, and do it in the inquiry room.
Due to the need of handling a case, with the approval of the person in charge of the public security organ responsible for compulsory isolation and detoxification, the case-handling department may discharge the drug addicts from the hospital after handling the handover procedures, and the safety during the discharge period shall be the responsibility of the case-handling department. When the compulsory isolation drug rehabilitation center takes the drug addicts out of the hospital and sends them back to the hospital, it shall conduct a physical examination and make a written record, which shall be signed and confirmed by the police, case handlers and drug addicts in the compulsory isolation drug rehabilitation center.
