(1) Community cadres take the lead in learning the usage of law and improving their ability to handle affairs according to law.
In order to improve the comprehensive quality of community cadres, our district organized and trained a number of community cadres, and systematically studied the relevant legal knowledge and the spirit of the documents on the establishment of a democratic and legal demonstration community in provinces and cities. On the one hand, community cadres have improved their understanding of the importance of community work in the new period from the aspects of laws, policies and theories. On the other hand, it made community cadres understand the working methods of creating democratic and rule-of-law communities, which laid the foundation for further developing the work of creating democratic and rule-of-law demonstration communities. At the same time, all communities adhere to the system of community cadres' learning law and concentrate on learning law once every quarter, which greatly improves the legal quality and management level of community cadres themselves.
(2) Strengthen community residents to learn the usage of law and enhance their awareness of safeguarding rights according to law.
Our district actively carries out community residents' learning and usage activities. A community citizen law popularization school covering the whole region was opened. We have fully integrated community resources and set up "community residents' law popularization schools" for community residents and floating population in most communities in the region. The second is to set up a community youth law popularization school, carry out special legal education, attend the legal class of "no gambling, no drug abuse and stay away from Internet cafes", and publicize the usage of family law with the community youth. All communities, district law popularization offices and youth league committees jointly set up "two schools". That is to say, it mainly relies on the four primary schools with students at school and the community youth law popularization schools with young people in the community. Through the legal publicity and education activities of the law popularization schools, the consciousness of community residents to learn, know, understand, abide by and use the law has been further improved, and their awareness of safeguarding rights according to law has been further enhanced.
Second, strengthen construction and build a "first line of defense" for community stability.
We actively adopt the methods of "community mediation, legal publicity, legal services and comprehensive management" to send legal services to the community, resolve conflicts and disputes in the community, achieve community stability, and build the first line of defense for community stability.
(1) Community mediation: The community has become a place where contradictions and disputes are relatively concentrated in urban areas, making mediation more difficult and seriously affecting community stability. To this end, in accordance with the requirements of Several Provisions on People's Mediation, we standardize mediation procedures, give full play to the role of neighborhood committees and street units in resolving contradictions, set up metropolitan mediation committees and contradiction mediation centers in all communities in the region, intensify the investigation and mediation of community contradictions, resolve community contradictions according to law, and make the society develop steadily and orderly. Up to now, more than three civil disputes 13 have been accepted by all communities in our district, and they have been mediated, which has generally achieved the goal of "major issues are not out of the community, minor issues are not out of the residential area, and contradictions are not handed over", effectively curbing the occurrence of cases of transferring people to prison and leapfrog petitions caused by improper mediation.
(2) Legal publicity: In the work of establishing a model community of democracy and the rule of law, we started with improving the legal quality of community residents, constantly innovating forms and carrying out colorful publicity activities. (a) to "rule of law into the community" as an opportunity to actively carry out legal publicity and education activities loved by the masses. For example, on "3. 15" Consumer Rights Protection Day, various legal publicity activities were held in Xinxing Square with the theme of "participating in consumer harmony and building Heianyama together". On the basis of the original publicity methods such as legal consultation, legal chart display and distribution of legal leaflets, the activity attracted a large number of people to actively participate, and the atmosphere was very active, which achieved good publicity results. The "9.20" Civic Ethics Publicity Day and the "Refuse Drugs to Enter the Community" signature activities organized by the community also achieved good publicity results. In order to adapt to this situation, our district takes the judicial office as the center, integrates the resources of community legal talents, sets up a volunteer team of community legal services, and provides residents with perennial legal services, such as writing litigation documents, acting as a notary agent, and providing legal advice.
(4) Comprehensive management: adhere to the principle of "combining fight with prevention, giving priority to prevention", establish and improve the comprehensive management network at the grass-roots level, and the community has formed a public security network combining fight with prevention.
It provides an effective guarantee for creating a civilized, progressive, stable and peaceful community environment where residents live and work in peace and contentment. First, strengthen the management of floating population, and actively cooperate with the public security organs to do a good job in the management of floating population and rental housing. Second, resolutely crack down on social evils such as "pornography, gambling and drugs", focusing on serious criminal activities such as drug abuse, "Mark Six" gambling and burglary, and earnestly carrying out activities to create "drug-free communities" and "safe and satisfied communities".
