Dai Guofang was taken away by the police on April 19, 2004 on suspicion of tax evasion, and the amount may be huge. He was detained for more than four years before he was released on bail pending trial. After that, the iron case has been in court, but so far there has been no judgment.

A few months ago, Dai Guofang was suddenly granted bail pending trial. According to another lawyer representing Tiean and a professor from Nanjing University, at the beginning of Tiean, he applied to the relevant departments for bail pending trial. Why was he granted bail pending trial only recently? He doesn't know more, and the relevant procedures are handled by Dai Guofang's family.

Later, it was reported that Baosteel Group, Shanghai Fosun Group, Peking University Founder, China Resources Group and international steel giant Arcelor would participate in the restructuring of Tieben.

The "iron case" can be called a typical case of maintaining the smooth flow of macro-control decrees in 2004. On April 30th of that year, the General Office of the State Council issued the Circular on the Investigation of Illegal Construction of Steel Projects by Jiangsu Tieben Iron and Steel Co., Ltd. (hereinafter referred to as the Circular), pointing out that Tieben Company's projects are typical fixed assets investment projects with serious dereliction of duty, violation of regulations and suspected crimes by relevant local government departments and enterprises. Tieben Company, local governments and relevant administrative departments have a series of illegal problems in industrial and commercial registration, project approval, land use approval and environmental protection.

The State Council instructed Jiangsu Province and relevant departments to deal with the responsible persons according to law and discipline. Eight people, including Qin Yan, then deputy director of the Development and Reform Commission of Jiangsu Province, and Fan Yanqing, then secretary of the Changzhou Municipal Party Committee, were punished by party discipline and political discipline respectively. The relevant departments took criminal detention measures against Dai Guofang and other 10 suspects.

According to the above notification, Tieben Company plans to build large-scale steel joint projects in Weicun Town, Xinbei District, Changzhou City and Xilaiqiao Town, Yangzhong City, Zhenjiang City from the beginning of 2002. The comprehensive design capacity of the project is 8.4 million tons of steel, and the estimated total investment is 65.438+00.59 billion yuan. Construction started in June 2003, and was ordered to stop work by Jiangsu provincial government in March 2004.

Bail pending trial is a criminal compulsory measure stipulated in China's criminal procedure law.
