Qin was formerly known as Haiyang. Hai 'an has a long history and is the source of Nantong (Jianghai) culture. The excavation and research of Qingdun site in Nanmo show that as early as the Neolithic Age more than 6,000 years ago, people lived in the west of Hai 'an. From the Western Zhou Dynasty to the Eastern Zhou Dynasty, it belonged to the State of Wu, then to the State of Yue, and to the State of Chu after its demise.

Today's Hai 'an and several surrounding counties and cities were then called Haiyang. Cloud (now calendar hair) is the center of Haiyang, where the marquis of Wu and the marquis of Wei met.
