Named after the meaning of "the sea never makes waves", it is a hub city in coastal areas along the Yangtze River and a member of the "Yangtze River Urban Agglomeration".
Located in the south-central part of Jiangsu Province, at the junction of Nantong, Yancheng and Taizhou; It borders the Yellow Sea in the east, Rudong in the west, Jiangyan District in Taizhou in the west, Rugao and Taixing in the south and Dongtai in the north. The longest east-west straight line in Hai 'an is 7 1. 1 km, and the widest from north to south is 39.35 km, with a total area of 1 180 km2.

Qin was formerly known as Haiyang. Hai 'an has a long history and is the source of Nantong (Jianghai) culture. The excavation and research of Qingdun site in Nanmo show that as early as the Neolithic Age more than 6,000 years ago, people lived in the west of Hai 'an. From the Western Zhou Dynasty to the Eastern Zhou Dynasty, it belonged to the State of Wu, then to the State of Yue, and to the State of Chu after its demise.
Today's Hai 'an and several surrounding counties and cities were then called Haiyang. Cloud (now calendar hair) is the center of Haiyang, where the marquis of Wu and the marquis of Wei met. Qin belongs to Donghai County and Han belongs to Wu State. In the early Han Dynasty, it was once the fief of Wang Wu and Liu Bi.
From the Han Dynasty to the Western Jin Dynasty, it belonged to Hailing. During the reign of Emperor Wu of the Han Dynasty, Hai 'an belonged to Hailing County, Linhuai County. To the Eastern Han Dynasty, it still belonged to Hailing County and Guangling County of Xuzhou. In the Three Kingdoms, it belonged to Wei first, and then to Wu. Hailing County was once abandoned, and Hailing County was restored in the Western Jin Dynasty.
Ninghai County was established in the Eastern Jin Dynasty, and Haian County was established in the Southern and Northern Dynasties. In the seventh year of the Yi Dynasty (AD 4 1 1), Ninghai County was established, belonging to Hailing County. Ninghai County, now Hai 'an County, is the beginning of Hai 'an County. In the seventh year of the Southern Song Dynasty (47 1), Hai 'an County was established in the western boundary of Ninghai County (named Hai 'an for "never making waves" because seawater often flooded farmland), and then merged into Ninghai County.
Hai 'an County in Tang Dynasty. In the early Tang Dynasty, Hailing County, Ninghai County, belonged to Huainan Road, Yangzhou. In the second year of Tang Zhongzong Jinglong (708), Hailing County moved eastward to Hai 'an County. Hai 'an Town was governed by the county, and in the tenth year of Emperor Xuanzong of Tang Dynasty (722) (the heyday of feudal society), Hai 'an County was merged into Hailing County.
From the middle Tang Dynasty to the Yuan Dynasty, it belonged to Hailing County. During the Five Dynasties and Ten Kingdoms period, Hailing in the Southern Tang Dynasty was promoted to Taizhou, and Hailing County remained unchanged in the Song Dynasty. Hai 'an and Xixi (Dongtai) are two major towns in Hailing County. Taizhou Army was established in the Northern Song Dynasty, and Taizhou Road General Government was established in the Yuan Dynasty, which governed Hailing County.
During the Ming and Qing Dynasties, it belonged to Taizhou, Rugao, Dongtai and other counties. In the early Ming Dynasty, Hailing County entered Taizhou, belonging to Yangzhou Prefecture, and remained unchanged in the Qing Dynasty. In the thirty-third year of Qingganlong (1768), Dongtai County was located in the northeast of Taizhou and Rugao County in the southeast of Hai 'an, belonging to Tongzhou. The northern part is in Dongtai County, and the central and western parts are still in Taizhou, belonging to Yangzhou.
During the Republic of China, Taizhou was changed to Taixian. In the sixth year of the Republic of China (19 17), Taizhou was changed to Taixian.
Set up Zishi (Hai 'an) County. 1940, the new fourth army moved eastward and established the anti-Japanese democratic government of tai county in hai' an town. 194 1 February, Taitung County was established to the east of Hai 'an Town, and Taipei Office was established to the north of Hai 'an, Qutang and Mibai. Zishi County was founded in June 1943, and the county government is located in Mojiazhuang, Shagang. In June, 1946, the county seat and Hai 'an are roughly the same.
