You can apply. Judges, prosecutors, lawyers and notaries can apply as long as they pass the judicial examination. When applying for the exam, you can look at the recruitment brochure or ask the local notary office or judicial bureau.
You have just been admitted to the notary office, so you can't be a notary. You definitely need to practice for another year.
