The main responsibilities of the Justice Bureau are:
1. Research and draft draft local regulations on judicial administration; prepare the city’s judicial administration development plan and annual plan, and supervise their implementation.
2. Responsible for organizing and guiding the placement of persons released from prison and reeducation through labor.
3. Responsible for the team building and ideological and political work of the city’s judicial administration system.
4. Research and formulate an overall plan for the city’s legal publicity and education, and organize, guide and coordinate the city’s legal publicity and education work.
5. Responsible for the management of lawyers, legal aid work, notary institutions and notarization activities in the city; study the reform and development of lawyers and notaries, and propose implementation measures.
6. Responsible for the management of the city’s legal service agencies and foreign lawyers established in Beijing (border); supervise and guide the work of social groups in this system.
7. Guide the legal education and business training of this system.
8. Responsible for guiding district and county judicial administrative departments in the management of people's mediation, community corrections and judicial assistants, grassroots judicial offices and grassroots legal service offices.
9. Responsible for the foreign affairs, publicity and communication work of the municipal judicial administration system.
10. Guide and manage the judicial appraisal work of social services in this city.

Article 79
The parties may make special arrangements for ascertaining the facts. Apply to the People's Court for identification of sexual issues. If a party applies for an appraisal, the two parties shall negotiate to determine a qualified appraiser; if the negotiation fails, the people's court shall appoint it.
If the parties do not apply for appraisal, and the People's Court considers that it is necessary to conduct appraisal on specialized issues, it shall entrust a qualified appraiser to conduct appraisal.
