The workflow mainly introduces the HSE management practices and steps of various departments and contractors in the process of contract performance.

Business departments such as Engineering Construction Department, Production and Operation Department, City Gas Department, Line Management Department and QHSE Department should conduct risk assessment and risk identification for the project, and submit the risk assessment report to the Ministry of Commerce, which will select contractors with excellent qualifications, experience, performance and management level according to the risk and HSE characteristics of the project, and issue a tender. The contractor shall, according to the obtained project content and risk assessment, formulate HSE management plan and other bidding materials to participate in bidding.

3.2 Responsibilities of relevant units and departments

The Ministry of Commerce is responsible for organizing the preparation of bidding documents in combination with the opinions put forward by the Ministry of Engineering Construction and the QHSE Department. Organize bidding and bid evaluation; Responsible for implementing the safety responsibilities and HSE clauses related to the contractor's contract; Be responsible for informing the Engineering Construction Department and QHSE Department of the safety responsibilities and HSE clauses in the contractor's contract.

3.2.2 Responsibilities of Engineering Construction Department

Participate in the pre-qualification of engineering contractors; Responsible for the preparation of bidding technical documents; Participate in project risk assessment; Participate in HSE review of bidding work; Be responsible for reviewing and approving the contractor's construction organization design; Be responsible for supervising and managing the contractor's safety responsibilities and HSE work in the construction process.

3.2.3 Responsibilities of QHSE Department

Participate in project risk assessment; Participate in the contractor's HSE qualification review; Participate in bid evaluation; Responsible for supervising, inspecting and guiding the contractor's safety responsibility and HSE management in the construction process.

3.2.4 Responsibilities of other departments

Participate in the preparation of bidding technical documents and bidding work according to the responsibilities of the department, and be responsible for the specific HSE management and supervision of contractors within their responsibilities according to the principle of "safety must be managed in business management". Projects under the responsibility of Production and Operation Department, City Gas Department, Line Management Department and other business departments shall be implemented according to the provisions of "3.2.2 Responsibilities of Engineering Construction Department" in this manual.

Provide authentic and effective qualification materials; Establish and improve the safety management organization, equipped with qualified safety management personnel and full-time safety management personnel; Effectively identify project risks and formulate control measures, and formulate safe, reliable and executable construction organization plans; Comply with national and industrial laws and regulations and HSE management requirements of the head office; Responsible for HSE management in the process of construction operation; Accept and cooperate with HSE inspection and audit of company representatives; Implement rectification in time according to the potential safety hazards found in the company's inspection.

3.2.6 Responsibilities of supervision unit

As a supervision contractor, the supervision company shall bear the following responsibilities

Equipped with full-time HSE management personnel to accept the management of the company's QHSE department; Review the HSE management plan submitted by the contractor; Review the construction organization design submitted by the construction contractor; Check the contractor's implementation of the company's system and requirements, order the contractor to rectify and follow up the rectification; Do a good job of on-site supervision of the construction site according to the requirements of post classification; Organize regular safety inspections, put forward rectification opinions on potential safety hazards in the construction process, and issue rectification notices. If there are serious hidden dangers, the contractor is required to stop work for rectification and issue a rectification notice. Only after the rectification is qualified can the contractor resume work.

3.3 Contractor Selection

The Ministry of Commerce organizes personnel from the Engineering Construction Department, QHSE Department and other relevant departments to form a bid evaluation team, formulate HSE bid evaluation criteria before bid evaluation, evaluate the bidder's HSE plan, and clarify key issues with the bidder when necessary. On the basis of meeting the HSE evaluation criteria, the evaluation team finally selected the contractor according to the relevant procurement procedures. Before signing the contract, the Ministry of Commerce shall confirm the HSE clauses and HSE annexes in the contract with the contractor, and clarify the HSE work interface and management responsibilities of both parties. After signing the contract with the contractor, the Ministry of Commerce shall promptly provide the HSE clauses and HSE annexes in the contract to the Ministry of Engineering Construction and the QHSE Department.

3.4 Project Risk Assessment and Hazard Identification

3.4. 1 project risk assessment

The Ministry of Commerce organizes competent departments such as QHSE Department, Engineering Construction Department and Project Development Department to participate in project risk assessment and identify all activities that may cause major hazards according to the characteristics of the project. The evaluation results are reflected in the form of reports.

3.4.2 Hazard analysis and identification in construction stage

The contractor shall set up a risk assessment team to analyze and evaluate the risk assessment report of Party A and the actual risk of the project, and make it as in-depth and detailed as possible. Then, according to the evaluation results, the contractor takes targeted risk prevention and control measures to make the risk reach an acceptable level, ensure the safety of production activities, ensure the safety and health of employees, and effectively prevent and control production accidents.

Hazard analysis and identification: Safety Checklist (SCL) method is adopted for equipment (Annex 7), and Job Hazard Analysis (JHA) method is adopted for operation activities (Annex 8).

3.4.3 Scope and content of risk assessment and hazard identification (including but not limited to the following aspects): routine (normal state) and unconventional (abnormal and emergency state) activities. Activities of all personnel entering the workplace (including personnel of interested parties and foreign visitors). Equipment and facilities in the workplace (including those provided by the outside world). New development (construction) projects and changes in technology, equipment, personnel, working environment and conditions.
